About Dave Walker

I serve as a public policy advisor managing the system’s regulatory policy functions including in the often strategic area of Certificate of Need (CON). I work across the system, including with our health plan to develop comment letters, responses to Congressional RFIs, and strategic regulatory policy positions. I helped develop regulatory standards to allow for the development of cardiovascular ambulatory surgery centers in Michigan, recognize geographically significant access points for essential clinical care, and allow for new medical technology to be approved in the state.I have completed over 100 CON filings and analyze seven federal payment rules on an annual basis. Policy areas of focus: CON, rural healthcare, value-based care, Accountable Care Organizations (ACOs), Medicare fee-for-service, inpatient rehabilitation facilities/units, and telehealth. I hold a Masters in Public Administration and am passionate about community and urban design.
