Reporting directly to the President, David served as a key senior staffer and was an active participant in making strategic decisions affecting Enroll America. In partnership with the President, David was responsible for all fundraising and development activities as well as leading a team of development professionals. By designing and implementing a comprehensive plan for developing key external alliances to cultivate corporate and philanthropic support, he helped to forge new relationships to build Enroll’s visibility, impact, and financial resources.
State Director
As the Illinois State Director for Enroll America and the Get Covered America Campaign, David created and executed a statewide plan to maximize the number of uninsured who enrolled in health coverage (in Illinois) through the Affordable Care Act (ACA). Along with managing the staff and budget, David served as the public face of the organization in the state to promote coordination and collaboration with partners, elected officials and the media. Through David’s leadership, the team built an organizing effort from the ground up to engage and educate key constituencies across the state. They worked with 4800 volunteers, hosted 2900 events and earned nearly 500 press clips and media stories. That organizing effort directly contributed to nearly 900,000 Illinoisans obtaining affordable health coverage. Having the opportunity to be a part of implementing such a critical and historic piece of legislation that impacted so many—and continues to—in the great state of Illinois is one of the true highlights of David’s professional career.
Associate, Policy & Development
At NCHA, David served as a “jack-of-all trades.” He helped to craft policy positions, advocacy materials and grants. Working in partnership with the Executive Director, he helped create the first strategic plan for the North Carolina Center for Affordable Healthcare – an organization charged with cutting costs and making care more affordable in North Carolina hospitals. David also conducted an extensive study on physician employment in North Carolina's hospitals. His work provided analysis that helped to inform advocacy and policy positions for the association and it's membership.
Program Manager, Work First
As the Work First Program Manager in Durham, North Carolina, David oversaw program-wide service delivery (policy and budget development, program planning and staff supervision). This included Cash Assistance and Work First Employment Services to families in need. He also provided oversight and monitoring for program contracts and contracted staff and served as the “face” of the program to inter-agency groups and to the community. By creating and developing community resources to serve eligible families, David was a specialist and a public relations liaison on behalf of the program and the agency as a whole.

He conducted more than a thousand assessments and investigations to help families in need of services. Throughout his time with the Department, David served in various formal and informal leadership roles. One of his proudest achievements was leading a team that integrated behavior health and substance abuse treatment providers within the initial phases of the child welfare assessments process. The “outside the box” project proved very effective and has continued to help families dealing with substance abuse issues to streamline their treatment needs in order to receive help more quickly.
