Upon Xator’s acquisition of Merin International’s Services Division in Dec 2017; continued to lead our multi-faceted team of network engineers under the USSOCOM Special Operations Forces Information Technology Enterprise Contract (SITEC) Enterprise Network Services contract, delivering 24/7 network operations for over 75,000 users deployed around the world. Assumed 5 programs supporting the Department of Veterans Affairs with application and infrastructure sustainment of the Veteran Benefits Deliver Network ensuring timely and accurate processing of $130M in daily transactions for our nation’s 20M Veterans. Leads a 25 person cross-functional team of programmers, storage engineers, and business analysts in continued sustainment of COBOL-based applications as well as development of modern replacement systems.

Lead 54 military, civilian, and contract personnel responsible for planning and delivering robust communications and information capabilities for all United States special operations forces in Europe and Africa. Established communications force structure for the newly founded NATO Special Operations Coordination Centre and Special Operations Command Africa. Transformed the communications directorate from merely a headquarters' deployable element into a fully functioning staff element supporting theater operations. Led Air Staff division of eleven personnel responsible for the modernization of all Air Force ground-based networks with program oversight of $4 billion. Recognized expert on coalition and multi-level security capabilities and policy. Singularly responsible for eliminating pivotal allied objections to Operation Iraqi Freedom air operations through extensive coordination with CIA, NSA, and Joint Staff, which ultimately led to the Presidential directive granting coalition partners secure network access. Chief Information Officer for all Air Force advanced programs delivering special technical capabilities into combined air operations centers; personally selected to assume similar duties for all Department of Defense programs.

Commanded 274 Airmen responsible for operating and maintaining an $80 million global air-to-ground command and control system for the President and national leaders. Directed the flawless transition of a $350 million upgrade of the Global High Frequency system that provided the core of national leader command and control during the 11 September 2001 attacks. Led unit to garner two consecutive Major General McClelland Awards for best maintenance organizations. Provided outstanding personal leadership and kept unit mission focused in wake of largest drug investigation in recent Air Force history.

Us Space Command Operations Center, Peterson Afb, Co

Directly supervised eight military personnel and led the entire USSPACECOM battle staff in the execution of global space operations supporting all combatant commanders. Transformed organization with marginal morale and productivity into an aggressive, vibrant and motivated team. Using a thorough understanding of space operations, developed a theater support system dramatically improving space support to all the geographic combatant commanders. Implemented $100,000 facility and system upgrades in less than 3 weeks. Created exhaustive training program for crisis action team formed from across the entire USSPACEOM staff.

Held various positions of increasing responsibilities as a company grade officer ranging from systems software developer, staff officer, to communications maintenance and operations officer. These positions cut across the full spectrum of commands from base level support to tactical communications units to Air Force major commands. Of significance, led the restoration of all command and control systems on Guam following five typhoons while assigned to the 644th Combat Communications Squadron during the fall of 1992.
