As the Director of Cyber Programs, Responsible for all aspects of corporate responsibility and client delivery for Cyber programs. Built a team of over 70 people supporting various client activities throughout the Intelligence Community and DoD. Developed the corporate cyber strategy including offerings and go to market strategy for specific client procurements. Supported M&A activities in evaluation of specific acquisition targets, as well as, supporting the merger between Salient Federal Solutions and CRGT.

Program manager and Senior Consultant providing recommendations and solutions for the Network Integration Steering Group (NISG), and Intelligence Community Federated Network (ICFN), the new internal IC network for information sharing, collaboration, and communication focused on reducing operational costs and right sizing redundancy. Provided senior consultant expertise to the CIO’s of Director of National Intelligence (DNI), National Reconnaissance Office (NRO), Central Intelligence Agency (CIA), National Geo-Spatial Intelligence Agency (NGA), and the National Security Agency (NSA) to establish the governing principles, architecture and implementation strategy for ICFN. Led the technical architecture and network integration activities pertaining to the Intelligence Community Information Technology Environment (ICITE). This multi-agency network is the result of multiple years of engineering and coordination and supports the Director of National Intelligence’s vision for cost effective and efficient information and infrastructure sharing.

Critical member and trusted advisor to the corporate team developing the comprehensive strategy to engage our customers in a holistic Information Operations (IO) approach. Participated, at various levels, in several successful proposal efforts resulting in contracts of over $72M and over $200M to Northrop Grumman. Lead a vulnerability assessment team within the IC continuously recognized for their excellence. Awarded 100% of the available award fee for over 3 years (assessed every 6 months). Lead the successful proposal response for a new client within the IC resulting in an award of over 125 FTE and an annual revenue of $21M. Lead the successful transition of 2 critical cybersecurity contracts, hiring over 80 cleared people in under 30 days with no interruption to the client mission and resulting in a 2-year attrition rate under 5%.Sr. Security Engineer, August 2004 - May 2006 Specialized in working with corporate and client stakeholders in designing secure networks, evaluating security effectiveness and implementing innovative solutions to meet the stakeholder needs securely. Worked within the departmental customer set to identify and refine requirements, organize those requirements into action plans, and build teams to implement those plans. Led the Vulnerability Assessment Program router, switch and firewall evaluations, identified best practices, define new methodologies, assessing new toolsets and recommends upgrades or configuration changes within the scope of the assessment. Led the design and implementation of a Cyber Threat Analysis database prototype for the Strategic Player program within DIA focused on DIA’s Predictive Threat Analysis Intelligence Capability (PTAIC).

Sr. Firewall/Security Engineer for United States Army Information Technology Agency (USAITA) responsible for the operation and maintenance of Pentagon firewalls and VPN Concentrators, and review of all network changes from a security standpoint. Trusted advisor to USAITA stakeholders to identify options for security architectures and solutions to meet mission requirements. Provided security engineering services to the USAITA network engineers and customers within the Pentagon and swing spaces including network design and security policy development. Presented at the Mid-Atlantic network security forum and the Telos Users conference on perimeter defense, IDS deployment, alert consolidation, vulnerability assessment and threat response. Transformed IT security at the Pentagon (backbone networks) from a “bolt on” approach to an integrated process by working with project engineers to identify innovative and secure mechanisms to implement client requirements while achieving their mission. Supported a small security architecture engagement with British Telecom focused on expanding their Security Operations Center (SOC) capabilities.

Team lead for a high-performance engineering and testing team and Sr. Systems Security Engineer responsible for the design and maintenance of the WorldCom IPVPN managed service. Assist in the design and implementation of multi-million-dollar customer networks, including Allstate and Toyota. Designed the IPVPN component of the IPComm initiative to facilitate VoIP communications worldwide for both "on-net" and "off-net" calls. Designed a networked based VPN and firewall gateway to assist the frame relay and private MPLS customers expand their networks across the Internet. Worked with the WorldCom/UUNet stakeholder community to ensure our products meet the requirements and goals of the IPVON and IPCOMM solutions. Participated in customer network design reviews ensuring the design met or exceeded the customer’s expectations for performance, reliability and security.

Systems Security Engineer and trusted advisor to our clients, including Elsag Datamat SpA and RCI, in designing and implementing security measures to meet their corporate goals and needs. Lead a successful international penetration and vulnerability assessment focused on educating the client on the dangers and limitations of their current architecture. Developed and delivered a 2 week training course for Army National Guard Computer Emergency Response Team (CERT). Developed the policies and procedures for vulnerability assessments to include standard “Rules of Engagement”, assessment guidelines, and reporting structure. Lead the corporate Intrusion Detection Team (now known as Cyber Hunt Teams) focused on active attacks, risk associated and mitigations to specific attacks and vulnerabilities.

Network Administrator responsible for planning, installation, security and maintenance of the school’s computer and telephone systems. Provided a series of classes to faculty and staff on the new and upcoming technologies that would be available in the current and upcoming sessions. Manage a budget of $200K annually and a small support staff that consisted of Sidwell staff and students. Engineered and participated in the implementation of a new school wide computer network integrating Netware, UNIX, Citrix Winframe, Windows NT, and Windows 95 over a switched 100Mbps Fiber Optic Backbone with WAN connections between two campuses and the Internet. Responsible for maintaining ALL security services within the organization including emergency telephone systems, network and host security.
