Created and manage the federal legislative and policy program for the national Main Street Alliance, a network of state-based coalitions that provides a voice for small businesses on health care reform.As the Alliance’s chief lobbyist, meet and communicate on a routine basis with Senate and House leadership, committees, and members to advance the interests of Alliance members. Coordinate with community-based supporters to advocate for comprehensive health care reform with the Administration and key members of Congress. Analyze and develop legislative proposals reflecting the priorities and concerns of small business. Working with congressional leadership, arranged for small business owners to present testimony at four congressional hearings on health care reform. Develop testimony, comments, policy statements, and advocacy resources.Coordinate with the national field director and state coalition organizers on grassroots advocacy initiatives. Arranged and managed Capitol Hill advocacy day for more than 60 business owners as part of 10,000-person health care reform rally in June 2009.

Oversees all federal and state government affairs and third-party insurance payment issues for the 75,000 members of the American Physical Therapy Association, managing an annual budget of more than $3.8 million and a staff of 17 professionals and three consulting groups. Directs the administration of a 15,000-member grassroots network and a federal political action committee that raises more than $1.9 million per election cycle.Serves as the association’s chief federal lobbyist, developing and maintaining close relationships with congressional leadership, members of key committees, and their staff. Directly involved with development of federal regulatory policy and legislation dealing with Medicare and Medicare coverage and payment, and insurance regulation.Assists and coordinates activities and strategies with 50 state chapters, 18 specialized practice sections, and national assemblies representing physical therapy assistants and students.

Served the 16,000-member College of American Pathologists as its chief lobbyist and director of federal and state government affairs, managing an annual budget of more than $2 million and supervising a six-person professional staff.Responsible for identifying and defining the College’s federal and state legislative agenda and for developing and implementing strategies for achieving that agenda. Directed advocacy, education, and communications efforts for the College’s grassroots network of more than 700 “key contacts". Oversaw the formation and operation of a bipartisan federal political action committee which raised and contributed more that $250,000 per election cycle to congressional candidates.Staffed the House of Delegates, Council on Government and Professional Relations, Government Affairs Committee, and the Board of Directors of the political action committee.
