Responsible for the technical direction of occupational health & safety professional services within the company for the Europe, Middle East and North Africa geography.From 2012 to 2014, he carried out a variety of HSE line management and leadership roles, working for a large, global engineering consultancy [Parsons Brinckerhoff].Activities included providing HSEQ technical expertise to several Carbon Capture and Storage, Biomass and Interconnector projects in the Power sector, and to nuclear industry-related projects, tenders and bids, due diligence in the Power, Chemical, Manufacturing and Oil and Gas sectors, and HAZOP studies and HSE organisational culture studies in the energy and chemical sectors.Scientific papers included:J Kimmance and D A Rogers (2012) “Estimating and managing risk across the CCS lifecycle”, Energy, 165, May 2012, Issue EN2, pages 109 to 116, ICE Publishing (Institution of Civil Engineers).Dr Rogers contributed to the second edition of the Nuclear Industry Association’s “The Essential Guide to the new build nuclear supply chain (2012)”, and specifically prepared the safety-related sections. HSE Consulting as part of Swiss-based engineering consultancy.From 2000 to 2002, he established and managed the UK operations of a Swiss engineering consultancy. He developed and led a small team [five] of highly skilled and motivated professionals to provide strategic HSE services to multinational clients.

Between 1998 and 2000 he was the UK operations manager for a UK-based environmental consultancy of up to 15 persons. As part of the parent organisation’s acquisition of another consultancy, he negotiated and managed the transfer of the staff into the offices of the acquired company.

In the New Zealand office from 1990 to 1995 and then moved to the UK office from 1995 to 1998Dr Rogers was the Corporate Health and Safety Manager for a large, global engineering consultancy [Woodward-Clyde and URS Woodward-Clyde], with particular responsibility for its Asia-Pacific offices [1990 to 1995] and its European offices [1995 to 2000]. This required the successful application of a range of management skills across a range of cultures, work sites and professions.David was a member of the standards committee (Australia & New Zealand) which developed the international health & safety management system standard, AS/NZS 4801, a precursor to OHSAS 18001. From 1995 to 2000 he managed an office in Baku, Azerbaijan which had up to 20 personnel in the office and supported several projects in the region.

From 1986 to 1990 he managed an occupational hygiene laboratory [up to 10 persons] in New Zealand, achieved quality assurance registration for the laboratory and then managed the change of the laboratory from a governmental-funded to a commercial entity. Key issues successfully addressed were the continued enhancement of individuals’ competencies through training, mentoring and appraisal processes, and successfully managing the step change needed of attitudes and behaviours within the team from a governmental body to a customer-facing commercial company.
