Dave was the Direct of Security (CSO) for Irving Oil, a privately owned energy company where he was responsible for intelligence-led risk mitigation strategies, development and implementation of global security guidelines, procedures, and policies. He led a team of corporate security advisors and contractors responsible for investigating incidents of workplace violence, harassment, theft, fraud, and potential breaches of the Company’s code of ethical conduct. He developed prevention strategies to reduce internal and external corporate exposure for financial, asset, operational, liability and personal risk. Strategies included developing a human and OSINT program, which identified and averted unlawful dissent and other serious criminal threats to the company. Employee awareness and supervisor training on the implications of impairment for safety sensitive positions and the pending risks as a result of the legalization of cannabis in Canada and some US States.

His broad background (wildfire, flood, hurricanes, blizzard, and industrial) in emergency management prevention, response, and recovery has proven critical during several high-profile and catastrophic events requiring decisive decision-making and strong leadership, such as: o Operations officer responsible for planning and setting operational goals and objectives at High River, Alberta during a flood, which claimed 3 lives and involved the evacuation of several thousand residents.o Logistics Officer for the Presidential visit of George Bush and Prime Minister Martin to Halifax under tight timelines.o Established containment, security, and continuity for the site of the MKA Airlines 747 cargo jet crash at Halifax International Airport and transitioning responsibility to the TSB once it was determined to not be a criminal event.o Led the planning for multi-jurisdictional operation for an illegal migrant offload at the port of Halifax. Led all planning and operational briefings for the joint incident command (CBSA/RCMP), integrating the support of several other agencies.

Manager Investigative Standards, Policy, Training Canadian Police Centre for Missing and Exploited Children (NCECC), Ottawa, ON2009 – 2010Responsible for supervision, training, liaison, and coordination of Internet facilitated sexual exploitation of children investigations with national implications. Worked closely with several national and international partners, including the Virtual Global Taskforce.Operation Salvo – Initiated and led a national child pornography investigation involving 35 Canadian police agencies participating in all provinces and territories; resulting in the execution of 71 search warrants across Canada, arrest of 57 suspects, 100 plus charges laid, and the rescue of two children at risk. The investigation was recognized in the House of Commons in Ottawa and received considerable national and international media coverage.Manager Nova Scotia Internet Child Exploitation (ICE) Unit 2006 – 2008 Responsible for leading investigations, supervision and investigational oversight for all child pornography investigations within RCMP jurisdiction, throughout the Province of Nova Scotia.
