Chief Executive Officer of PASS and is responsible for the implementation all policies established by the PASS Convention or the PASS Executive Board. Is responsible for the negotiation, the execution and the administration of all collective bargaining agreements and other contracts.

A member of the union's Executive Board. Administers, oversees and executes all labor relations affairs on behalf of 2,400 bargaining unit employees in 17 states, the Virgin Islands and Puerto Rico. Implements all policies established by the PASS Executive Board. Provides guidance and assistance to all levels of representatives in the aforementioned territory. Responsible for establishing and maintaining the budget for the region and developing the union through membership and engagement. Resolves disputes through various techniques. Trains and educates volunteer representatives in the field on federal labor relations statute, collective bargaining agreement and stewardship. Works with union's organizing department to develop effective organizing plans designed to recruit and retain membership.
