David Wilkinson is the founding Executive Director of the Tobin Center for Economic Policy at Yale.Wilkinson was most recently Connecticut’s Chief Performance Officer. In this Cabinet-level role, he designed and launched Lamont Administration efforts to build a better, more effective government, marshaling proven innovations in digital delivery, data interoperability, cross-silo collaboration, and outcomes procurement. Wilkinson previously served as Commissioner of Early Childhood in the State of Connecticut, directing a cabinet-level agency where he advanced results-driven, data-enabled approaches to achieving whole-family success. His initiatives at OEC were recognized by the New York Times, the Aspen Institute and the Center for American Progress.Wilkinson is the former Director of the White House Office of Social Innovation. He led efforts in the Obama White House to identify and scale better, more effective government services, advancing Presidential priorities that strengthened communities and enabled upward economic mobility. This involved identifying programs that work better through use of data and evidence as well as scaling what works through smarter, results-focused use of federal resources.He previously served the White House as Senior Policy Advisor for Social Finance and Innovation, assigned to the Office of Social Innovation and the White House Council on Environmental Quality. Dave drew from an extensive background in impact finance, social entrepreneurship, evidence-based policy and organizational management. Before the White House, he served as Executive Director of City First Enterprises, a federally regulated nonprofit bank holding company and incubator of social finance solutions. He previously helped launch a community development bank in New Haven, CT and has served as Exec. Dir. of Common Cause NJ.Dave is a member of the Yale Law School Executive Committee. He is a graduate of the University of Virginia and Yale Law School.
