Former Navy Captain with 20+ years executive leadership experience in development, management, and decentralized operation of global and regional IT infrastructure and Enterprise Shared Services, Lean and Agile software Development, Security, and Operations, and transition of material solutions to operational capabilities. As The MITRE Corporation's Naval C4I Portfolio Manager, I provide strategic planning, work shaping, and manage execution of 13 MITRE Projects and 75 staff-years of effort for Navy acquisition, engineering, readiness, and Fleet commands. I have managed satellite and terrestrial IT infrastructure from the National level to Carrier Strike groups at sea. I directed operations of the Navy and Marine Corps Intranet, the world's largest enterprise cloud-based IT service with over 850,000 users and led several multi-disciplined cross functional and cross organizational teams in transitioning that network from contractor owned and operated to full government control in order to align with Navy strategic priorities. Design and material choices, reuse of some existing infrastructure, leveraging Program of Record installations, and tight management of contractor time and travel resulted in almost 50% savings on original contractor estimates with no sacrifice in quality or functionality. The project completed two months ahead of schedule at just over $900,000.- INTERNATIONAL AND INTER-AGENCY PROJECT MANAGEMENT. Responded to an urgent counter terrorism requirement for maritime information sharing by leading a multi-national project to develop systems and international agreements for the free sharing of commercial shipping information. The resulting system automatically shares shipping data on over 80,000 vessels with the United States and navies throughout Central and South America.
