David is a part of the national large issuer team at Baker Tilly supporting the Midwest. David has wide-range of experience issuing fixed-rate, variable-rate, and other forms of obligations for many credits in many market conditions.

Nearly 33 years experience as municipal issuer of tax-exempt and taxable obligations for the State of Wisconsin. Was responsible for all aspects in the sale, issuance, and post-issuance of nearly 300 different issues in par amount of $50 billion. Also member of GFOA Debt Committee and Past Chair of the State Debt Management Network (SDMN) of the National Association of State Treasurers. With municipal issuance come responsibilities for complete and easy to read disclosure documents. Caused the State of Wisconsin to be a leader in the area of municipal disclosure and am responsible for the creation, update, and continuing disclosure for the State of Wisconsin. Finally, with municipal issuance comes legislative and governing body oversight, which requires analysis and policy development. During tenure, created four new indentures for new credits and created multiple program resolutions for the creation of variable rate borrowing programs.
