Through his dogged determination David subsequently convinced the UNECE Working Party and other affiliated Centers of the UNECE ICOEPPP to allow his center to support and coordinate all specialist centers in facets of disaster resilience and recovery through partnerships between the public and private sector. I have enjoyed collaborating with David because of his unique insights into the importance of risk mitigation as an integral part of resilience PPP best practices.
