The Inspector General reports to the Executive Director of the Florida Department of Veterans Affairs and is dedicated to providing support to a population in excess of 1,650,000 veterans and their family members or survivors. The Office of the Inspector General (OIG) strives to help the Florida VA achieve its vision of becoming the best-managed service delivery organization in the State Government. The OIG continues to be responsive to the needs of customers by working with the VA management team to identify and address important issues for veterans and their families.

Senior Colonel responsible for directing the development and implementation of force protection (FP) programs, policies and procedures for combat operations for forces spanning 27 countries in Southwest Asia. Functional oversight for 8,000 Security Forces (SF) personnel on 19 bases in 11 countries protecting over $20 billion in combat aircraft and USAF resources. Oversees the integrated defense of United States Air Force Forces (AFCENT) bases, leveraging Joint/Coalition and interagency capabilities and effects. Leads a 25-person AF staff, 65 contractors and 21 linguists in FP operations, intelligence and resources for full-spectrum operations.

Led, directed, assessed, and monitored command-wide day-to-day force protection, security, and assessment operations in the U.S. Central Command area of responsibility which consists of 20 countries in the Middle East and other parts of Asia. Established policies and procedures for anti-terrorism, force protection, terrorism risk assessment and analysis. Advised the U.S. Central Command Commander and his staff on the capabilities and employment of U.S. Army military police and U.S. Air Force Security Forces during combat, contingency, detention and peace operations. Performed as U.S. Central Commands primary force protection interface with the Joint Chiefs of Staff, subordinate component commands, the Department of State Diplomatic Security Service, and other government agencies. Provided guidance and assistance as well as reviewed and coordinated all force protection plans for units deploying for contingency operations, exercises, and port visits. Coordinated with U.S. Defense Representatives at U.S. embassies overseas for host nation force protection support as required. Facilitated the collection and proper dissemination of force protection related intelligence throughout the U.S. Central Command area of responsibility. Led five branches and 40 personnel of diverse backgrounds and experiences and managed a $30 million annual budget.

Responsible for the morale, welfare and discipline of 1,100 security forces and support personnel providing security for 165 U.S. Strategic Command nuclear capable resources valued at $5.4B spread over 9,600 square miles of Wyoming, Colorado and Nebraska. Supervised and mentored 33 officers including five squadron commanders. Oversaw anti-terrorism and force protection planning and execution for a populace of over 10,000 personnel and 221 facilities on base and within the missile field complex. Served as the principal advisor to the Wing Commander on security of the base and missile field complex and as liaison with multiple local, state, and federal law enforcement agencies. Developed and executed a $1.9M annual budget.

Responsible for the security of $10B of combat resources of an expeditionary air wing and associated units operating in wartime. Commanded 341 military, DoD civilians and contractors providing protection of air assets, theater command and control, personnel and critical infrastructure. Trained, equipped and maintained rotational ground forces for installation, DoD fly-away aircraft and commercial port security missions. Interacted with host nation military and civilian leadership to resolve force protection issues and execute joint security patrols off the installation.

Directed the physical security for 9 programs valued at $672M to consolidate, secure and eliminate Weapons of Mass Destruction (WMD) and related infrastructure in the former Soviet Union as part of the Nunn-Lugar Cooperative Threat Reduction Program. Dealt directly with senior Office of the Secretary of Defense, State Department, Department of Energy, Russian Federation and Azerbaijan Ministry of Defense officials to develop security requirements for WMD sites, procure and install physical and personnel security enhancements and provide training and equipment to host nation security forces. Handpicked and served as Executive Officer of the DTRA WMD task force deployed in 2003 to Baghdad, Iraq.

Served in positions of increasing responsibility as an U.S. Air Force Security Forces officer including flight commander, operations officer, staff officer at the major command level, and commander of multiple squadrons. Led an 88-person Air Force Security Forces unit as part of the 503rd Military Police Battalion deployed to Guantanamo Bay, Cuba for humanitarian assistance operations providing protection and security for 12,500 Haitian migrants.
