Advised the Ministry of Finance of Ecuador to develop a framework to attract private investment into infrastructure and registration of fixed and contingent fiscal liabilities. Supports other ministries in project development, project bankability, project risks, and maintains communication with stakeholders. Provides expert guidance on project structuring, facilitates project finance, maintains direct communication with multilateral and bilateral lenders, and advocates for policy reforms to foster investment. Implemented Project Finance/PPP Infrastructure Government Policy, managing a team and overseeing multibillion-dollar infrastructure projects. Facilitated PPP projects/transactions, developed regulations, assessed financial feasibility and risk mitigation measures, revised contractual agreements, and advocated for PPPs' economic and fiscal benefits in Puerto Rico.• Honored with the Project of the Year Award in 2011 by the American Road & Transportation Builders Association (ARTBA) for spearheading the enactment of new PPP legislation, establishing governance procedures, developing a PPP project pipeline, and executing PPP and alternative procurements.• Orchestrated the preparation, procurement, and financial closure of Toll Roads PR-22 and PR-5 concession, culminating in the selection of a consortium comprising Goldman Sachs Infrastructure Partners and Abertis, acclaimed as the Americas Deal of the Year 2011 by PFI Magazine.• Realized an upfront payment of $615m to the Government and over $230m in capital improvements by directing the preparation, procurement, and financial closure of the concession of Luis Muñoz Marín International Airport, distinguished as the Best Operational Project in the 2019 P3 Awards.• Developed and implemented the Schools for the 21st Century Project, the most extensive social infrastructure initiative in Puerto Rico, involving design, construction, and maintenance, with a total capital valuation of $756m.

Contributed to the formulation of the PPP enabling framework that led to the approval of Act 29 of 2009, as amended, known as the Public-Private Partnerships Authority Act. Coordinated numerous tasks related to economic analysis and forecasting, investor relations, General Fund analyses, fiscal measures, and appearances in local legislative hearings on fiscal reforms.

Assisted the CEO or Country Head and other key members of senior management in overseeing competitive and industry analyses, communications with equity/stock analysts and reporting to the majority stakeholder. Formulated investment recommendations for retail and institutional investors and conducted research on numerous topics related to investments and financial markets. Became Series 7 certified.

Successfully completed consulting engagements for private and government clients that included: economic and financial feasibility studies for health care facilities and commercial developments, government reform engagements, and the business revitalization plans for urban distressed areas.

Completed consulting projects that included: i) the preparation of the business plan for Consultiva Internacional, Inc., ii) economic analyses for an energy cogeneration plant, and iii) development of a targeted plan for strengthening the Pharmaceutical and Biotech sectors in Puerto Rico.
