David L. An, Ph.D. is Senior Director, Chief International Strategist at Northrop Grumman responsible for developing the enterprise strategy for international growth across the Asia-Pacific, Europe, and the Middle East. He recently served as the Interim Country Executive, Republic of Korea, for which he was responsible for business development, government relations, and industrial partnerships in support of the US-ROK alliance, including key capabilities such as airborne ISR, integrated air and missile defense, strike, and advanced mission systems.Preceding his appointment, Dr. An was Corporate Director of Strategy where he developed the enterprise strategy for achieving profitable global growth for the Executive Leadership Team. He initiated analysis using advanced data analytics to establish strategic long-term franchise priorities and inform enduring resource allocation decisions to position the company for global growth. During his tenure at the Corporate Analysis Center, Northrop Grumman’s think tank for senior executives, Dr. An led operational analysis and cost estimation in support of major capture campaigns, including LRS-B (B-21), GBSD (Sentinel), and Next Generation Air Dominance (USAF and USN) advocacies. He began his career at Northrop as the lead Corporate analyst of the annual US Department of Defense budget. Over his two decades of experience, Dr. An’s career has spanned across industry, government, and think tanks in national security and economic policy matters. Previously at the RAND Corporation, he authored studies on the US vulnerability to critical raw material, such as rare earths, the potential for DoD supply chain disruptions, the cost-saving proposition of joint fighter procurement programs, emerging technology trends, and military R&D portfolio optimization. He assessed the national security impacts of foreign acquisitions of US equities for CFIUS, conducted research for the Intelligence Community, and served as a consultant to the OECD on major infrastructure public-private partnerships. Dr. An is adjunct faculty at Georgetown University’s McDonough School of Business where he instructs a graduate course on the Business of Defense. He earned a Ph.D. and M.Phil in Policy Analysis from the Frederick S. Pardee RAND Graduate School at the RAND Corporation and completed M.P.P. and M.A. degrees from Harvard University. He graduated from Yale University with a B.A., cum laude with distinction, where his dissertation won the Andrew D. White Award.
