David is a Senior Associate within Mercer's Government Human Services Consulting group, a part of Mercer Health & Benefits LLC (Mercer) in the Minneapolis office. David has experience with Medicaid and other public assistance programs, and has worked extensively with Behavioral Health capitation rate-setting. He has led rate-setting negotiations with MCOs and their actuaries. He has helped in the implementation of Minimum Loss Ratio (MLR) reporting and provided trainings to stakeholders on the topic. He has evaluated Value-Based Purchasing (VBP) programs and presented his conclusions to the state representatives. David has consulted to several states on a wide range of issues including managed care efficiencies, budget analyses, risk-adjustment, risk corridor calculations, and health insurance provider fee (Affordable Care Act (ACA) Provision 9010).
