I served as the functional leader for more than 500 professionals in Boeing Global Services (BGS) Contracts, Estimating & Revenue Management group (CE&RM). I served as the functional leader for more than 1,000 professionals in Boeing Defense Space & Security's (BDS) Contracts, Pricing, Estimating & Procurement Financial Analysis group who propose and execute annually approximately $30B+ worth of contracts with numerous U.S. and foreign government entities and various commercial customers. I also was responsible for the evaluation and approval of all types of business transactions for BDS and have been tasked with driving improvements in affordability and efficiency across BDS.

I served as Vice President of Procurement Contracting and Risk Management managing approximately 200 professionals across multiple locations in the United States. In this role, I worked with programs to oversee Boeing Defense, Space & Security (BDS) procurement strategies and pricing policy for proper risk management on all U.S. government, international and commercial subcontracts and agreements. I also was responsible for ensuring subcontracting policy compliance, as well as coordination of commitment letters; pricing; terms and conditions; and procurement obligations and liabilities, including teaming agreements, memoranda of agreement/understanding, and notices of intent to team.

I served as Senior Counsel in St. Louis supporting Boeing’s Weapons & Missiles Systems (WMS), a division of the Global Strike (GS) business unit within the Boeing Military Aircraft organization (BMA). I was appointed to this position in January 2011. I provided legal counsel to both the GS and WMS Vice Presidents and General Managers, Functional Directors, Contracts and Supplier Management personnel on general legal issues, including those concerning compliance with federal procurement laws and regulations, general organization transactional matters, conflict of interest and disputes as well as acquisition law matters relating to the prime contracts and subcontracts supporting the division’s three major businesses (Cruise Missile Systems, Direct Attack, and International Programs) at multiple locations around the United States. As part of this assignment, I also served on both the GS and WMS Leadership Teams.
