David has almost 20 years of experience in drinking and wastewater treatment and environmental compliance. He has prepared and ensured compliance with permits for water and wastewater, performed numerous drinking water studies (e.g., DBP studies, nitrification studies, corrosion control studies, etc.) and implemented corresponding treatment changes to ensure regulatory compliance and optimal water quality. Under his leadership, challenges associated with construction and startup of a new water treatment plant, integration of new acquisitions, operation of a successful wastewater pretreatment program, and management of contract operations have been met with excellent results. He has prepared and maintained operational budgets, including chemical and electrical budgets, with expenditures of more than 7 million dollars. In this capacity, he has been heavily involved in rate case proceedings. He also has extensive experience preparing and overseeing capital expenditures. David has presented numerous papers on water quality and environmental compliance at water and wastewater conferences. He is a certified Class IV drinking water treatment and distribution operator and Class II wastewater treatment and collection system operator in Kentucky. David also helped develop a very successful drug take back program in Lexington, KY, serves on the board of Bluegrass Greensource and is heavily involved in supporting Water For People and Reforest the Bluegrass.
