David VanWinkle is a consultant with BWP & Associates (Educational Leadership Search Consultants) and a CMS Research Volunteer at St. Alexius Hospital in suburban Chicago. From 2007-2015, he served as Vice President for Academic Affairs at Argosy University’s Chicago and Schaumburg Campuses and as Chair of the College of Education at Schaumburg. From 2005 through 2007, he served as principal business adviser to the Math Science Partnership of Greater Philadelphia. From 1986 through 2006, Dr. VanWinkle held superintendent positions with school districts in suburban St. Louis, Chicago, and Philadelphia. He was selected as the 2003 Illinois Superintendent of the Year in recognition of his leadership at both local and state levels. He is a former president of Illinois’ Large Unit District Association and a recipient of the Illinois State Board of Education’s “Those Who Excel Award.” Dr. VanWinkle is a past member of the Board of Examiners of the Baldrige National Quality Program and the Danforth Foundation Fellows Program. He has focused his career on working with school leaders to create quality systems and processes that set the highest standards for performance and accountability. He has served on the panel of judges for both the Keystone Alliance (Pennsylvania Quality Program) the Lincoln Foundation for Performance Excellence (Illinois Quality Program). He has worked with quality applications on an international level with Her Majesty’s Inspectors of Schools (Audit Unit) in Scotland and with the use of the European Foundation for Quality Management (EFQM) excellence model. He served with the United States Air Force, and flew more than 100 combat missions during the Vietnam War. He received a Masters degree from Southern Illinois University, and earned his Ph.D. at Saint Louis University. He and his wife Jane live in Bartlett, Illinois.
