Usaf F-117 Systems Squadron, Wpafb, Oh

Supervisory responsibilities for systems safety, armament integration, and environmental manager. Technical responsibility for all aspects of flight systems engineering (structure, propulsion, flight controls, hydraulics, fuel systems, landing gear, etc) for the F-117 Stealth Fighter Program. This requires identifying, planning, and managing flight systems engineering support from ASC/EN and coordinating taskings with Lockheed Martin Aeronautics, who provides sustaining engineering support under the Total Support Systems Partnership (TSSP) PBL contract. Developed follow-on TSSP contract SOW and re-baselined requirements following release of PBD 720. Performed detailed fact-finding for the $500 M TSSP II PBL contract. Major responsibilities include airworthiness and OSS&E baseline maintenance, ASIP support, and Tech Order maintenance support.

Major responsibilities include airworthiness and OSS&E maintenance, propulsion engineering support, airframe subsystems support, structures and ASIP support, crew stations engineering support, and sustaining engineering and Tech Order maintenance support. Coordinated EN Flight Technology Technical Advisor expertise to evaluate and release a Quick Reaction Capability (QRC) just hours prior to utilizing the capability for the first strike of Operation Iraqi Freedom.

Temporarily detailed to this position in the course of Global Hawk deployment during Operation Enduring Freedom. Deployed to Germany as the Program Office representative to the 12th Expeditionary Reconnaissance Squadron (12th ERS) for 60 days. On site Program Office interface with the 12th ERS commander, contractor, and the SPO. Developed technical expert status justifications of deployed contractor personnel for the German Government to allow them to work in Germany and also avoid German excise tax. Interfaced with Combined Air Operations Center (CAOC) to coordinate Global Hawk Air Tasking Order (ATO) mission plan targets with contractor mission planners. Monitored Global Hawk reconnaissance flights over Afghanistan and provided SPO leadership mission feedback. Provided Global Hawk airframe status to the 12th ERS commander based on communications with personnel at the classified launch and recovery location. First level supervisor, which included performance appraisals, for System Safety, Configuration Management, and Manufacturing civilian personnel assigned to the Global Hawk SPO.

Provided support as the Global Hawk flight systems corporate database for my GS-14 replacement Chief Flight Systems Engineer. Responsible as the lead engineer for the Global Hawk Pre-EMD contract including SOW generation and coordination, BOE evaluation, and pre contract negotiation meetings. Negotiated Global Hawk ORD requirements, objectives and thresholds with ACC/AC2ISRC and Northrop Grumman. Served as the Flight Systems technical expert for the Unmanned Combat Air Vehicle (UCAV) First Flight Readiness Review EIRT. Received Meritorious Civilian Service Award for technical work in Unmanned Air Vehicles.

Responsible for all aspects of flight systems engineering to the HAE UAV Program which required identifying, planning, and managing extensive support from EN, AFRL, and the Navy for both the DarkStar and Global Hawk Advanced Concept Technology Development (ACTD) air vehicles. Coordinated efforts of Flight Systems members of the First Flight Executive Independent Review Teams (EIRT) for both the Global Hawk and DarkStar vehicles. Managed the $250k DarkStar landing gear qualification test program with AFRL landing gear lab. Developed engineering cost estimates for the Global Hawk program and supported SPO finance briefings to Air Force Cost Audit Agency (AFCAA) and OSD Cost Analysis Improvement Group (CAIG). Prepared documentation supporting the Global Hawk Acquisition Strategy Panel (ASP) briefing and the Defense Acquisition Board (DAB) Milestone II decision. Developed briefing charts and supported a Global Hawk/U-2 decision briefing for the Secretary of the Air Force (SECAF) and the Chief of the Air Force (CSAF).

Responsible for providing expertise and guidance to various Program Offices, AFRL, and other Government organizations in the Environmental and Thermal Control Systems Technical (E&TCS) areas. Developed and coordinated the draft environmental and thermal control system portion of the Air Vehicle Subsystem Joint Service Specification Guides (JSSG) with the Navy, Army, and Society of Automotive Engineers (SAE). Provided E&TCS technical evaluations and recommendations for the JSTARS EIRT, F-22 EIRT, and JPATS source selection. Developed a proposed EN Integrated Master Schedule and briefed EN Staff on its use and development status.

Responsible for ACM fuel system, environmental control system, pyrotechnic actuators and cartridges, and engine interface control. Formed and headed a fuel bladder leak Tiger Team consisting of members from EN, AFRL, AF Rocket Laboratory, and the ARMY that determined the root cause of the fuel leaks and generated a recovery plan to support restarting the production line. Created and led a fuel leak Tiger Team of EN and AFRL members that established the root cause of fuel leaks and subsequent surface Radar Absorbing Material (RAM) separation and developed manufacturing improvements for both the prime and dual source contractors to prevent future fuel leaks. Developed an integrated JP-10 fuel electro chemistry corrosion test plan and coordinated with the stakeholders; NASA, AFRL, SA-ALC, and OC-ALC.

Responsible for B-2 environmental and thermal control and the interfaces with the engine, hydraulics, fuel system, avionics, weapons, crew accommodations, through PDR, CDR, to first flight. Resolved thermal integrations of embedded engine thermal soak back and fuel pump cavitation issues. Managed development of environmental control system (ECS) digital controller and development of the full scale B-2 ECS laboratory. Participated in self-sufficiency issues due to austere basing requirements.
