Responsible for all aspects of education programming globally totaling over $1.2 billion annually, with programs in over 80 countries. Was the principal author of transformative Agency education strategy, bringing focus and selectivity to the Agency education portfolio. Introduced revolutionary tools, including the Early Grade Reading Assessment, to all programs to ensure that Missions were achieving maximum impact in a cost-effective manner. Pioneered youth programming specifically aimed at increasing employability, especially for young women. Represented the government of the United States at UNESCO, in the Basic Education Coalition, and served as the first US board member of the Global Fund for Education. Frequent lecturer on education at graduate schools and other fora, including Harvard University, The George Washington University, the Brookings Institute, the World Bank, the American Association of Community Colleges, the Association of Land Grant Universities, and many more. Provided regular briefings to Senators, Congressmen and staff. Advisor to the Secretary of State’s team on girls’ education and youth programming.
