David Batts, a founding Principal of EMPSi, has over 25 years of experience working on controversial and time-sensitive projects. He is a natural resource and environment impact assessment expert with extensive experience in natural resource planning (e.g., RMPs), environmental impact assessment, river restoration, wetland delineation and mitigation, biological surveys and habitat assessment, economic analysis, public involvement, and regulatory permitting. Mr. Batts has contributed to 200 resource management plans, environmental impact statements (EA and EIS), biological and wetland assessments, and other documents subject to review under the National Environmental Policy Act, the Endangered Species Act, and the Clean Water Act. He has successfully completed numerous complex and controversial EISs for a wide variety of clients covering both local and nationwide projects. His NEPA documents are of the highest quality; none of which have ever been litigated and many of which have received a “Lack of Objective – LO” ranking from the EPA, their highest rating.
