Mr. Bennett operates in an executive role, overseeing all aspects of TopMar Construction. TopMar Construction is a civil site general contractor that provides completely integrated and full scope services for horizontal site construction in Austin and surrounding areas. This includes estimating, civil site construction, and project management. Mr. Bennett collaborates with the field construction and estimating teams providing expertise to ensure projects are properly bid on and then constructed in an efficient manner. Mr. Bennett is responsible for business development, which includes marketing and developing relationships with owners, developers, subcontractors, and suppliers to ensure a steady flow of work for the company. Mr. Bennett plays a critical role in building the TopMar Team by finding and hiring new professionals that fit within the company culture and then developing each individual team member, which involves evaluating their performance. Mr. Bennett promotes a culture of delivering projects on time and within or under budget. Mr. Bennett is also responsible for establishing policies and procedures to help standardize practices along with creating the business plan with a five-year outlook that includes company goals and financial projections. He also reviews and assists with accounting with financial reporting for profit and loss. Mr. Bennett reports to the TopMar Construction founding partners or owners of TopMar Construction. Mr. Bennett is ultimately responsible for the overall company success.

Mr. Bennett directs project managers in evaluating land assets from project inception through model home opening. This includes reviewing project budgets and technical studies for new land acquisitions, performing due diligence, securing necessary entitlements and easements, reviewing engineering plans, obtaining permits and other agency approvals needed for projects. Many difficulties arise in prairie building such as maintaining good access and keeping the numerous contractors from getting in each other’s way. Some projects are part of a Municipal Utility District that requires additional oversite with tracking the project budget. Other projects had a Planned Development Agreement with the City where the project has requirements that differ from City code that must be implemented in the design and construction. Other projects require processing a LOMR/CLOMR with FEMA for changing the flood plain limits. Mr. Bennett oversees project managers in these various items.
