Manage two multidiscipline engineering teams that are designing, fabricating and installing waste management facilities to treat liquid and solid waste generated by nuclear power stations in the Peoples Republic of China. These projects include waste management systems for two new CPR-1000 reactors being built at Yangjiang in the Guangdong province and the Haiyang Site Radioactive Treatment Facility for the treatment of liquid, wet solids, and solid waste from an “eight pack” of AP-1000 reactors at Haiyang, in the Shandong province. Managed a team of approximately 50 engineers in multiple locations to completed the conceptual and detailed designs of both projects on a very aggressive schedules. The conceptual design of the Yangjiang project was submitted less than three months after contract award and included 400 documents. The conceptual design for the Haiyang Project included 800 documents and was completed in just over two month after contract award. Final design activities have been completed for both projects, and construction was authorized with approval of the PSAR. These projects are now in the construction/equipment-delivery phase.

Served as the ES&H Manager for EnergySolutions’ projects and managed the office’s Nuclear Engineering Team. Ensured the project designs met all nuclear and occupational safety requirements. Supervised development of all nuclear analysis products and associated design products (i.e., shielding, criticality, ALARA, and release calculations). Major projects included: Haiyang Project- developed a PSAR for the Haiyang Site Radiological Waste Treatment Facility). Delivered the Haiyang Project PSAR in two months and in compliance with the requirements of the PRC National Nuclear Safety Administration. AP1000 Shielding Project- provided nuclear shielding analysis support for Westinghouse, for AP-1000 reactors being built in China.ASX Project- designed a remote sampling system for a high-level waste process facility.Isotek- Managed a design team to provided shielding analysis and directed design changes to ensure that designs were ALARA.

Managed a group of engineers providing a wide range of analysis and design services. These services included dynamic structural analysis utilizing finite element codes (such as ABAQUS and ALGOR), static structural analysis, shipping system design, process design, gas generation calculations, risk assessment, SARP development, design criteria development, shielding and criticality analysis, source term analysis, and thermal and fluids analysis utilizing computational fluid dynamics codes such as FLUENT. One of the tools utilized for the gas generation calculations (Radcalc) was developed by this organization. Developed and issued the first Hanford Site Transportation Safety Document (TSD) which demonstrated equivalency to 10 CFR 71 for on-site transportation activities. Served as the technical authority for the Hanford site contractor on all transportation safety authorization basis issues.

Managed a group of scientists and engineers responsible for determining the physical and chemical characteristics of damaged spent nuclear fuel. The group planned and implemented all aspects of the sampling projects. Some areas of responsibility included;managing development of project plans and budgets, development of sampling and analysis plans and data quality objectives (DQOs), design, fabrication, and testing of first-of-a-kind sampling and analysis equipment, development and implementation of operational readiness activities, sampling activities, transportation of samples to laboratories for analysis, laboratory analysis activities, analysis and reporting of sample analysis results

Managed the Nuclear Safety Group for fuel storage operations. This group developed and executed plans to transition an old facility through major upgrades to allow safe storage of aging SNF, which included development and maintenance of the safety basis for dry storage of the fuel with a complex series of processes. These processes included fuel cleaning operations to remove corrosion products and other foreign materials from the fuel, water purification systems to minimize worker radiation exposure and optimize processing rates (including ion exchange and filtration systems), fuel loading operations into large fuel transport/processing vessels, vacuum drying process to remove free water from the fuel storage matrix, and final storage preparations. Responsible for management of the authorization basis document development process, which included developing the Documented Safety Analysis reports, reports on justification for continued operations, assessments of the Standards/Requirements Identification Documents, and evaluations of unreviewed safety questions. In addition, managed the Criticality Safety Program, provided interpretation of requirements, prepared and implemented aggressive schedules, managed budget planning and cost control, performed resource identification and acquisition, and reviewed and approved technical baseline documents such as process flow sheets, product specifications, and thermal/chemical kinetics analyses.

Managed the development, planning, and implementation of spent nuclear fuel characterization projects. These projects included many first-time evolutions that required assembling a multidiscipline team of experts and developing specialized equipment and operating documentation. Some major areas of emphasis included defining the DQOs for the SNF Project, designing equipment for remote examinations (including sludge sampling and metal fuel handling equipment), developing and managing project schedules, preparing system design specifications, and leading the cask transport planning and shipping activities.Responsibilities included preparation of the safety evaluation for packaging (SARP) , compliance activities, procedure development, and transport coordination. Planned and implemented performance-based readiness assessment activities. This included readiness assessment plans, hazard classifications, and field demonstrations. Led the review and modification of facility SARs for in-basin data acquisition activities and provided operational interface for all project activities, which included scheduling facility resources, ensuring craft comment resolution, supervising the craft during sampling operations, status reporting, and log keeping.

Managed the day-to-day activities of 20 Operators and 3 Shift Supervisors at the Uranium Processing Plant as part of the restart effort. Responsible for all activities necessary to restart the facility, which included approval of all facility work activities, development of daily work priorities/schedules, implementation and maintenance of the facility’s Lock and Tag Program, daily interfacing with DOE facility representatives, participation in the facility’s Emergency Preparedness Program, periodic interface with regulatory authorities, receipt, transport, and storage of uranium feed and product materials, training/certification of the operating staff, and (i) operation of the facility to ensure the uranium product met specifications.
