Served as deputy chief of the ACS and FPU in the largest consular section in Europe, interpreting and applying U.S. laws and policies in a rapidly changing, uncertain, and stressful environment during the Ukrainian Revolution of Dignity, and during Russia’s annexation of Crimea and the ensuing war in Eastern Ukraine.--Serve in leadership positions: Deputy supervisor for American Citizens Services (ACS) and the Fraud Prevention Unit (FPU), acting for periods as supervisor; Supervised and directed a team of 4-7 locally-engaged staff (LES) in developing work plans, balancing work loads, meeting deadlines, and ensuring timely production of products; Managed the ACS unit during much of the upheaval set in motion by Ukraine’s Euro-Maidan crisis and during the start of the conflict between Ukraine and Russia.--Project design, planning, and implementation on complex projects: Led the design, planning, and implementation for a new process using data collection and analytics capabilities to monitor the activities and suspected human rights abuses of separatist armed groups in eastern Ukraine and to counter dis- and mis-information about the conflict; Created tools for use by officers with no legal background to effectively write highly technical and legal petitions concerning immigration cases, which have proved successful in revocation requests.

Developed and advanced the science and technology (S&T) relationship between the United States and Canada. Provided strategic analysis and guidance in S&T matters to the U.S. Ambassador to Canada and senior embassy staff. Facilitated closer interactions between S&T and U.S. diplomacy, elevating the role of S&T in U.S. policy discussions and promoting a closer U.S.-Canada relationship in S&T matters. --Project manager on complex projects: Designed and co-led a highly successful U.S.-Canada conference titled The Canada–U.S. Partnership: Enhancing the Innovation Ecosystem; Engaged universities, U.S. and Canadian government officials, and officials from Fortune 100 companies, including senior Vice Presidents of GE, Xerox, and Google, to examine in roundtables innovation issues that affect both countries; Designed and managed various projects and initiatives promoting cross-border S&T and innovation partnerships; Co-led a successful monthly science forum made up of the science officers and senior Mission officials of the foreign Missions in Ottawa, attracting high level speakers from across Canada to address the forum. --Policy advisor on complex issues: Advised the U.S. Ambassador to Canada and senior embassy officials on S&T-related developments affecting the U.S.-Canada relationship; Analyzed and articulated complex S&T issues in simple, clear briefings and reports for senior decision makers, and conversely explained complex policy issues clearly and concisely to S&T experts and professionals.--External liaison and advisor: Established, built, and maintained positive relationships with a broad network of U.S. and Canadian S&T influencers and policymakers, cultivating hundreds of S&T contacts throughout Canada and Europe, including university presidents, business leaders, and government officials.--United States representative: Represented the U.S. in industry associations and political organizations, presenting U.S. positions at international meetings.

--Researched and analyzed international conflict and criminal law decisions and judgments from the International Criminal Court, the International Criminal Tribunal for Rwanda, and the Special Court for Sierra Leone, and provided guidance on these decisions to legal scholars.--Researched and wrote discussion materials for high level meetings with the United Nations Working Group on Protecting Human Rights While Countering Terrorism, using a large variety of research sources.
