Currently serve as the Senior Officer responsible for leading the planning and execution of the Commission’s 24x7x365 IT operations, information security, privacy compliance functions as well as IT infrastructure, mission applications and data analysis modernization programs. • Lead an IT staff of over 1000 employee and contractor personnel and an annual budget of over $500M that enables the Commission to execute its’ mission.• Manage the Commission’s multiyear IT planning, programming, budgeting, and execution decisions in partnership with senior officers across the Agency.• Responsible for the operations, security and migrating to the Cloud, the Commission’s EDGAR Electronic Data Gathering, Analysis, and Retrieval system, the primary system for companies and others submitting documents under the Securities Act of 1933, the Securities Exchange Act of 1934, the Trust Indenture Act of 1939, and the Investment Company Act of 1940.• Developed and responsible for the execution of the Commission’s first Enterprise Cloud Strategy, guiding the modernization of the Commission’s application, infrastructure, case management and analytic capabilities by adopting cloud services and implementing a Zero Trust Architecture.• Established the SEC’s first Cloud Center of Excellence and College of Information Technology focused on upskilling of employees in cloud, AI/ML, Agile and DEVSECOPS methodologies.

• Ensure that technology and data empower DHS Intelligence Officers to deliver intelligence and analysis to increase the security of the United States.• Provide oversight and management of IT services and operations, leading a staff of over 120 personnel and an annual budget of over $100M in support of the Department’s Office of Intelligence and Analysis, 20 agencies within the Department and numerous state and federal agencies.• Lead the IT vision, strategic planning, change management, policy, architecture and infrastructure, and innovation initiatives for the Department’s Intelligence Enterprise to include data center optimization, transition to cloud services and AI/Machine Learning development.• Maintain a robust cyber program to ensure the protection, confidentiality, integrity, and availability of DHS Intelligence information and classified information systems.• Lead a comprehensive Information Sharing and Safeguarding Program that enables Homeland Security Data to be utilized for authorized purposes, while protecting the privacy of individuals.• Represent the Department in setting Information Technology and Data management policies with other Cabinet Departments and the U.S. Intelligence Community.• Serve as a Senior Advisor to the Federal Chief Information Officer within the Executive Office of the President. Charged with leading a team of technical, cyber and acquisition representatives from across the Federal Government to accelerate Agency adoption of commercial cloud email and collaboration services. In addition, lead the Office of Management and Budget’s (OMB) actions to increase the discovery and usability of Federal Data and Models for private sector AI Research and Development, while driving the Federal CIO’s initiative to accelerate the deployment and use of Artificial Intelligence and machine learning technologies by Federal Civilian Agencies

Created and sustained strategic initiatives between IBM and the U.S. Intelligence Community (IC).• Led business development and new business ventures with the IC, synergizing with leadership to identify opportunities to insert IBM technologies and services.• Served as the primary internal and external authority on leading-edge technologies, theories and techniques, providing innovative solutions to complex and critically sensitive issues affecting multiple disciplines and groups.• Maintained a deep level expertise of client technology portfolios, seizing on the expertise across IBM to develop current and future IT solutions aligned to address client business and technology challenges.• Provided technical direction to deliver transition and transformation initiatives for customers, through the development of key strategies, plans, tools and new methodologies. • Aided in the development of the IBM technical and consultant community by sharing knowledge and technical expertise through teaching and mentoring employees at all levels.

Led this several thousand-person government and contractor directorate in designing, building, testing, operating, and securing geospatial intelligence, high performance computing and corporate IT systems for NGA, the Department of Defense, and Intelligence Community partners.• Engaged with the Director of National Intelligence, Intelligence Community (IC) Directors, and IC and Department of Defense (DOD) CIOs to accelerate Intelligence Integration utilizing cloud technology to deliver a new IC Information Technology Enterprise for over 250,000 personnel. • Managed NGA’s IT Governance Structure, developing key partnerships and strategic plans to meet the Agency’s diverse technology needs. • Developed the strategy for and execution of a multi-billion dollars budget that reduced IT costs by 35% over 3 years while increasing service response times and availability.• Administered the IT Career Service for over 3,500 NGA IT professionals.
