In my role as the Deputy Director - Emerging Technology with the Office of Government-wide Policy, I work with a team of professionals that research and analyze technologies that are emerging to government and disruptors as a whole, identifying barriers and proposing policies or action for government that will facilitate adoption where there is a clear benefit.

As a program analyst in the Office of Human Capital Strategy & Analytics i have the responsibility over a wide portfolio of evaluative programs to gauge the health of the Department's human capital programs, including: documenting and reporting performance of the human capital programs to support agency financial reporting requirements, leading the deployment, analysis, and reporting of employee life cycle surveys, and designing and developing metrics to support the agency's HRStat program.From April 2020 to the present, I am on a detail with the General Services Administration, Office of Government-wide Policy, Emerging Technologies.

As a program analyst with the Department of Energy’s Office Learning and Workforce Development, I have the responsibility to lead efforts in the area of learning and workforce development policy, knowledge management, and knowledge transfer.

Completed the House Development Program on detail from the Department of Energy to the House Appropriations Committee Survey and Investigations Division Staff. As a detailee to staff, I was authorized to conduct studies and examinations of the organization and operation of any executive agency as the House Appropriations Committee deems appropriate.

As a program analyst with the Department of Energy’s Office Learning and Workforce Development, I have the responsibility to lead efforts in the area of learning and workforce development policy, knowledge management, and knowledge transfer. My current responsibilities are to establish and foster academic institution memoranda of understanding to leverage departmental knowledge at institutions of higher education. My efforts have led to an expansion of DOE influence at the Department of Defense's National Defense University. Additionally, I am responsible for developing the department’s adjunct faculty development program to enable subject matter experts to conduct various training classes managed through the future Department of Energy University structure. I am also responsible for developing and implementing a synchronous distant instructor led training effort to implement internet technologies in order to reach geographically dispersed students. As an instructor/developer, I am periodically called upon to provide instructional design, course conduct, and course evaluation expertise as needed. Finally, I provide policy statements and interpretation in the area of learning and development. I am currently the acting lead for training technology. My responsibilities include acting as project manager for standing up DOE Virtual University and transition Individual Development Plans to the IDP tool in the Department's learning management system.

As an Office of Civilian Radioactive Waste Management (OCRWM) training advisor, I was responsible for the full lifecycle implementation and management of the Systematic Approach to Training with regard to designing, developing, and implementing training and qualification programs specific to the high level waste program. Responsibilities included leading the full scope implementation of the OCRWM training programs for offices to include complex analyses, design, development, implementation, and evaluation of training programs and courses. I was responsible for establishing and maintaining the training management processes and procedures; facilitated the Training Advisory Group; advised senior management regarding training and qualification issues; and conducted training evaluations and assessments. I also monitored and reported on the status of training and development programs and services; reported delinquencies and deficiencies in mandatory training; maintained a central electronic training record; provided annual training budget recommendations; and provided professional training direction, advice, and administrative support to organizations to help them develop, conduct, and evaluate training. Ancillary duties included overseeing performance of OBM with regard to the OCRWM corrective action program; conducted trend analyses; managed the OBM procedure processes, conducted authoritative reviews of OCRWM internal documents for organizational impact, conducted reviews of OCRWM external documents for impact to the training and qualification function, and served as a qualified root cause/apparent cause analyst.In the conduct of my responsibilities, I was required to interface with the entire OCRWM organization up to and including program element senior leadership. Additionally, I was required to analyze and interpret a variety of regulations, codes, and standards, guidelines, and policies to ensure OCRWM’s training programs were consistent with these requirements.

As a Lead Training Specialist with Bechtel SAIC, Co (BSC) on the Yucca Mountain Project, I had the responsibility to manage full scope of the training and qualification programs for the Corrective Action Program function and Quality Assurance Organization to include training analysis (needs analysis, job analysis, and task analysis), design, development, implementation, and evaluation. As part of my responsibilities for managing the Corrective Action Training Program, I designed and developed hands-on training for the corrective action program software, computer based training for general users and managers/supervisors. Additionally, I was the lead instructor for the cause analysis training for OCRWM program. Ancillary duties included, managing the Lessons Learned, Corrective Action, and Self-Assessment Programs for the Training and Qualification Department for BSC. Additional assignments were to develop and conduct training on a variety of technical subjects. Training for the Yucca Mountain Project involved training personnel that directly or indirectly supported the project. I trained project participants in Las Vegas, Washington D.C, Sandia National Laboratory, Los Alamos National Laboratory, the United States Geologic Survey, Lawrence Livermore National Laboratory, and Lawrence Berkeley National Laboratory.My most recent accomplishment was a comprehensive job analysis that led to the development of the BSC Quality Assurance Organization that led to a comprehensive training, qualification, and certification program. I served on the project team to improve the OCRWM Program Corrective Action Program. The training aspect of improving the program was to conduct a broad scope job analysis for the Management Review Committee, Condition Screen Team, and Corrective Action Program implementers. While involved in the OCRWM program as a contractor, I interfaced with all levels of management to provide effective training solutions.

As a Senior Technical Specialist with Duratek Incorporated, I had the responsibility to provide training services as required at the Fernald Environmental Management Project. On this assignment I accomplished many projects involving the entire life cycle of training analysis and program design These projects included baselining the environmental monitoring department and industrial hygiene department training programs, and maintaining the DOE Core Radiological Worker Training Program, Radiological Control Technician Training Program, and Project Management Training Program. In addition, I was a technical instructor for Radiological Worker Training Level I and II, Unreviewed Safety Question Determination training, Nuclear Criticality Safety Training for operators and supervisors, and a variety of safety and health related courses.. At the end of my tenure for this assignment I supported the Silos Project as a Senior Training Specialist. My activities included training analysis and program design for the Advanced Waste Retrieval Project (new project/system). In addition to my duties at the Silos project, I instructed site classes on the Unreviewed Safety Question Determination system, Safety Basis Document Review process, and Nuclear Criticality Safety programs. During my employment with Duratek, I was a member of the faculty of Duratek, Inc.'s Corporate Training Department. During my tenure at Fernald with Duratek, I was assigned a project to train International Carpenter Union representatives in the area of advanced radiological worker subject matter to enable those personnel to pre-train union employees prior to their arrival for work at a DOE facility, facilitating rapid assimilation to work at radiological facilities. Finally, during my tenure with Duratek at Fernald, I was tasked on several occasions by the Fernald public affairs department to present fundamental radiological concepts to public school teachers as part of a public outreach program.

As a Senior Specialist of Operator Training with Carolina Power and Light Company, I was responsible to perform Training Analysis and Program Design and incorporate the outcome of that process into existing training materials. I was also responsible for the revision of training materials to meet changes in plant configuration, conduct of radwaste operator initial systems training, and developing new operator training lesson materials to support outcome of the analysis and design process. I was assigned an additional project to combine the Plant Engineering Systems Descriptions and Plant Operator Systems Training Study Guides into a single auditable document. The scope of my duties included the following training programs: Auxiliary Operator, Radwaste Operator, Reactor Operator, Senior Reactor Operator, and Shift Technical Advisor (all ANSI 3.1 related positions).

As a Senior Scientist with General Physics Corporation, I was responsible for providing training services to clients under contract at both the corporate headquarters and at various on-site projects. My specific duties included instructing, program development, and consulting with regards to liquid and solid radwaste processing. I was also responsible, as directed, to analyze and verify existing training programs, and analyze commercial nuclear industry events for inclusion in continuing training. My additional duties included development and marketing of a quarterly subscription based training curriculum targeted for commercial nuclear facility radiation protection technicians and supervisors. The curriculum consisted of a quarterly continuing training lesson, event based required reading, radiation protection oriented Licensee Event Report (LER) Cross Matrix, and News Letter. I was responsible for all aspects of curriculum development including research, writing, editing, and publishing.In conjunction with my position with General Physics, I performed the following additional tasks:- On-the-job training curriculum developer at the Palo Verde Nuclear Generating Station.- Site Access and General Employee Training Instructor at the Palisades Nuclear Facility.- Radiation Worker Training curriculum developer and instructor for a site services sub-contractor at Los Alamos National Laboratory. I was approved by the laboratory to train and evaluate personnel in basic radiation worker practices pursuant to DOE Order 5480.11. The trained population was approximately 1,400 sub-contractor employees with Johnson Controls World Services ranging from custodial to senior scientific staff personnel.- Training program development and implementation of classroom training for radioactive waste plant operators at the Brunswick Nuclear Generating Station.

As a Training Specialist with Carolina Power and Light Company at the Brunswick Nuclear Facility Training Unit, I was responsible for Analyzing, Developing, and Implementing administrative, regulatory, and facility systems training for radwaste operators. Additionally, I was responsible for implementing the Initial and annual recurrent training for Procedure Technical Reviewers and Safety Evaluators pursuant to Title 10 of the Code of Federal Regulations, Part 50.59. All training at commercial nuclear facilities must be accredited by the institute of Nuclear Power Operations (INPO).

As a Control Room Operator assigned to the Radwaste Operating Group at Carolina Power and Light Brunswick Nuclear Generating Station, I was responsible for directing the day-to-day operation of the facility's radwaste processing systems and other plant support systems. As an experienced operator, I was also responsible for conducting on-the-job training and evaluation of new and incumbent operators. Additionally, I was trained by the Wake County Fire Training Center as an Industrial Fire-fighter. I was a member of the nuclear facility fire brigade and emergency response organization.During my tenure as an operator, I became a qualified procedure writer and technical/safety reviewer. As a safety reviewer, I made several safety analyses and defended the conclusions at the on-site nuclear safety review committee.Title of positions held:-Auxiliary Operator-Control room operator-Operations training specialist
