Mr. David Campbell uses his quantitative and data mining expertise to develop bibliometric and other S&T indicators, as well as original analysis methods, in the conduct of studies aiming to support evidence-based policy making in research and innovation (R&I). Over the last twelve years, Mr. Campbell roughly contributed to 100 studies for most research councils and federal departments in Canada. He has also contributed to studies for foreign organizations such as the European Commission and the US National Science Foundation. In performing such studies, he has worked in partnerships with various groups in Europe, including ICF International, KU Leuven, Fraunhofer ISI, Technopolis and RAND Europe.Over the past two years, Mr. Campbell led the development of a methodological framework to guide the design and implementation of data mining projects aimed at supporting the formulation, implementation and evaluation of R&I policies. This framework has recently been tested on six R&I issues of particular and has been validated through an expert workshop.Mr. Campbell also contributed to the implementation of rigorous protocols to guarantee the highest quality and integrity of quantitative data in his field. One such example is provided by the She Figures Handbook (https://ec.europa.eu/research/swafs/pdf/pub_gender_equality/she_figures_2015_Handbook_final.pdf) which was produced by Science-Metrix to guide the production and quality testing of the nearly 70 indicators covered in She Figures.Mr. Campbell is a lifetime member of the International Society for Scientometrics and Infometrics (ISSI) and he regularly contributes to the research evaluation and bibliometric community through conference presentations and scientific publications.
