Responsible for establishing the Auckland Investment Office to lead an integrated approach to investment attraction for Auckland’s transformation projects. David is responsible for delivering a step change in funding and speed of implementation of these key growth projects and assist in the development of an internationally attractive investment environment. With a $12 billion shortfall to fund the projects in the Auckland Plan, an integrated approach to securing investment is fundamental to managing the growth associated with another 700,000 people living in Auckland over the next 30 years. The AIO leads this approach, and is committed to working in partnership with Auckland Council, central government, iwi and its CCOs to achieve this. David shapes, co-ordinates and reviews all major investment activities across the Council and CCOs, and work with stakeholders to ensure major investment opportunities are ‘investor ready’. This includes ensuring that Auckland and central government develop a shared policy platform and strategies for enabling multi-outcome planning, while also telling a compelling and consistent investment story. Behind this rests a pipeline of investable programme of key transformation projects that are presented in the most attractive way to potential investors.In addition, the AIO works with Auckland Council and its CCOs to explore new partnership opportunities, leverage greater value from Council assets and integrate Auckland Council and CCO planning, policy and decision making in relation to major investment attraction.

Oversaw the development of the City's new strategies for Business Attraction and Investment; international education and screen and digital. In 2014 this team attracted $240 million to Auckland, as well as oversaw the production and permitting for another $120 million of screen production using public spaces.This role included overseeing the development of Aroha Auckland - a programme for supporting investment by multinational investors in Auckland, with a view to growing that investment base and the jobs and GDP that resulted from this investment.
