I am the veterinary officer (VO) for the governments of Guernsey, Alderney & Sark (The Bailiwick). I provide advice to the competent authorities of the governments concerning animal health, welfare, veterinary public health and veterinary medicines. Animal health duties include organisation and implementation of health surveillance, investigation of suspected notifiable disease, determination of import requirements, and communication with other countries regarding their import requirements for trade from the Bailiwick. I am supported by local authorised veterinarians (AV) with the Pet Travel Scheme, equine and small livestock exports. I am responsible for health ‘returns’ for The World Organization for Animal Health (OIE). I am also responsible for the Artificial Insemination Centre in Guernsey, exports of food waste and I am the VO for aquatic health.Animal welfare duties include the drafting of welfare codes and guidance, the licencing of activities involving animals and the welfare of animals in transport and at the time of slaughter. I am responsible for gathering and collating evidence in criminal animal welfare investigations to support the police. I am a member of the Guernsey Local Resilience Forum.Veterinary public health role include Official Veterinarian (OV) duties in accordance with EU Regulation 854/2005 at the Bailiwicks abattoirs, residue and microbiological testing, carcase temperature logging and Trichinella testing. I am assisting with draft legislation concerning responsible pet ownership and the avoidance of dog fouling through the instigation of DNA testing. I have a seat on the Radiation Protection Committee and the Health Protection Committee of Health & Social Care (HSC) chaired by the Director of Public Health. I am the VO for the Guernsey Dairy.With regard to veterinary medicine I assist Customs with the drafting of open licences for ‘special imports’ and provide advice on the correct disposal of spent veterinary medicines.

The corporation has an international reach selling in over 52 countries. I was appointed as the Veterinary Consultant for PetSafe and I reported to the International Marketing Director. I contributed to marketing by bringing a veterinary evidence base to many products. I wrote monthly blogs articles, gave presentations, collaborated with trainers to write training manuals, attended exhibitions to engage with delegates. I engaged in Government consultations across Europe, face to face and written, commissioned and supported research and represented PetSafe as an expert witness in legal situations. I assisted with the re-drafting of the Charter, Code of Practice, model Training Manual & Technical Requirements for the Electronic Collar Manufacturers Association (ECMA). I was the first point of contact internationally for veterinary advice relating to any of PetSafe’s products.

In the late 1990's I conceived the innovation of combining a pet door with a microchip scanner. I drafted a patent application with the assistance of a patent attorney and in the early 2000's the patent was granted. With the invaluable assistance of my business partner, Nick Smith, who is an electronic engineer, we created 'PetPorte' the worlds first selective entry microchip pet door. Pet Technology Store (PTS) was formed and continues to innovate, design and manufacture in the radio frequency identification (RFID) sector. PTS has been rebranded as ID-Porte Ltd. following our expansion into human medicine and industrial sectore. Our latest product is a hand held microchip scanner that can immediately identify 'nominated' microchips in objects that have been lost or which have been stolen. The 'Halo' scanner and the 'Scanner Angel' system are ideal for immediately identifying animals that have become lost or have been stolen.

I worked as a veterinarian at Isabelle Vets for 21 years and 10 months. My role as a general practitioner provided me with an opportunity to consolidate my skills in a wide range of species from horses to tortoises and everything in between. My areas of particular interest were diagnostic imaging, surgery of the head and neck in dogs and cats, cat medicine and lameness work-ups in horses. I acted as deputy the States Veterinary Officer for Guernsey from 1992 undertaking numerous official roles and acting as an expert witness. In terms of my management responsibilities, I was responsible at one time or another for human resources, vet nurse training, radiation protection, vet rotas, health & safety. I also created a web of visiting veterinary consultants for referrals from whom I extended my own experience and skills.
