Chief, Us Military Training Mission, Saudi Arabia (Chusmtm)
Nominated by the Chief of Staff of the U.S. Air Force and selected by the CENTCOM Commander to serve as the senior U.S. Defense Representative and the CHUSMTM to the Kingdom of Saudi Arabia, the principle U.S. military advisor to the Saudi Minister of Defense and Saudi Service Chiefs. Responsibilities as the CHUSMTM were to train, advise and assist the forces within the Saudi Ministry of Defense (MoD). Directly supervised and led a Joint Force of nearly 300 Army, Navy, Air Force, Marine and civilian personnel who executed a $30 million annual staff budget and carried out security assistance duties at eight locations dispersed throughout Saudi Arabia. Developed engagement plans for each USMTM Division to provide a clear roadmap to support their respective service, all approved and endorsed by the Saudi Chief of the General Staff. Responsible for the management and execution of the U.S. security assistance programs to include the largest U.S. FMS program valued at $80B and assisted in the signing of the single largest U.S. FMS case valued at $29.4B. Authored two reports, with recommendations, evaluating both the MoD and the Royal Saudi Air Force (RSAF) capabilities, training and readiness for the Saudi Deputy MoD and the RSAF Commander. Awarded the King Abdulaziz medal by the Minister of Defense (3rd highest award within the MoD) for “extraordinary accomplishments” while the CHUSMTM. As the senior military advisor to the U.S. Ambassador, provided advice on all political/military affairs and coordinated U.S. military support requirements to execute crisis planning for the U.S. Ambassador’s Emergency Action Committee

Developed and implemented the Air Component Coordination Element (ACCE) at the request of the PACAF/CC and 13AF/CC in support of U.S. Pacific Command. Led the PACAF ACCE to the Maritime Component Commander providing expertise in the coordination and employment of air, space, surveillance, intelligence and reconnaissance assets. Responsible for building partnerships with Malaysia, Vietnam and Australia through direct meetings with the U.S. Ambassadors, Ministers of Defense and senior military leadership.

Assisted the Deputy Chief of Staff in his responsibilities to the Secretary of the Air Force (SECAF) and the Chief of Staff (CSAF) for formulating policy supporting air, space, irregular warfare, homeland security and cyber operations. Chaired the working group for the Total Force Integration of the active duty and Reserve components at Hill and Elmendorf Air Force Bases to meet the CSAF’s absorption shortfall of 150-200 pilots per year. Led the A3/5 Reserve reorganization eliminating 55 of 226 positions in compliance with Presidential Budget Decision 720 manpower reductions as well as the SECAF’s high value fuel initiative committee identifying 15 processes targeting $600M/year in fuel savings
