Directly responsible for the overall management of operations of multiple facilities within the Gail Borden Public Library District pertaining to Security, Emergency Preparedness, Construction Management, Facility Management, and Technology Operations and Infrastructure.•Responsible for developing strong working relationships and partnerships with elected officials, city managers, and 1st Responders from local, state and federal agencies• Applies technical real estate proficiency and awareness of legal regulatory and policy provisions pertaining to property acquisitions, renovation and development projects • Applies strategies to ensure the protection of physical and intellectual assets• Effectively manages all capital investments (property, plant, and equipment) • Utilizes Project Management methodologies on renovation and construction projects• Negotiate cost effective contacts with outside contractors and vendors • Responsible for developing, authorizing, and monitoring annual budgets in excess of $2,000,000• Performs asset life cycle assessments on all physical assets • Ensures that all Building Automation Systems are operating correctly so that the indoor air quality meets the standards of ASRAE• Effectively evaluates all potential threats pertaining to the GBPLD (Threat Assessment) and provides strategies for counter measures to mitigate risk• Applies law enforcement expertise and knowledge of the law to put effective systems in place to ensure that all staff, customers and property are protected • Complies with local laws and procedures, checks buildings in regard to fire and safety hazards, and makes recommendations for fire prevention• Investigates all noted incidents, hazards and accidents • Review Incident Reports relating to unusual and suspicious activity• Conducts interviews with customers and or staff involved in security or police related incidents
