Mechanical commissioning engineer provides discipline technical support to project engineers, C&P departments, and contractors during the engineering, construction, and commissioning of the new facilities and their integration with the existing plants.

• Developed Navy Training System Plans (NTSP) for CVN 71, 72, & 78 using CDMD-OA and Navy Data Environment applications in accordance with the 1500.76C.• Calculated the quantitative workload and watch station requirements for the development of Preliminary Ship Manpower Documents (PSMD) for CVN 71, 72, & 78 via the Navy Manpower Requirements System.• Developed the Job Duty Task Analysis (JDTA) for the Carrier Advanced Reconfigurable Training System (C-ARTS)• Updated the Coastal Riverine Force Navy Training Systems Plan.• Developed the Manpower Estimate Report and Billet Training Profile for Patrol Boat-X and the Ship to Shore Connector.• Updated the Ship to Shore Connector Preliminary Fleet Manpower Document.• Developed the 78 Foot Patrol Boat Mark VI (78PB MK VI) and the Riverine Command Boat (RCB) Safe Engineering and Operations (SEAOPS) Manuals.• Developed Life Cycle Sustainment Plans for Naval Expeditionary Combat Command.• Provides direct support to PMS 378 and PMS 339 on updates to Manpower Estimate Report, Preliminary Fleet Manpower Document, Billet Training Profile and Navy Training System Plan for Ship-to-Shore Connector.• Researched and revised the Landing Craft Air Cushion (LCAC) NTSP.• Reviewed and provided recommendation to the Corrective Maintenance/ Preventive Maintenance man-hour requirements analysis and, the Ship to Shore Connector baseline comparison system.• Reviewed and provided recommendations to Assault Craft Unit Four and Five Activity Manpower Documents Alignment Project.• Well versed in all areas of researching United States Navy training and providing thorough and well thought out recommended solutions for Initial, Interim and Life Cycle Training.

- Master of a 200 ton Hovercraft, with a 5 man crew. - Supervises his crew and 20 maintenance detachment personnel in all facets of qualification, training, damage control, and engineering.- Responsible for the safe navigation of his vessel while on inland or international waters.

Implemented and administered an aggressive training and certification program in support of the Naval Board of Inspection and Survey (INSURV) Material Inspections throughout the LCAC fleet. Developed instructions, test criteria, system checklists, and inspection guidance to successfully complete 14 INSURV inspections. An established Team leader for the LCAC Training Team (LCCTT), a superlative operational training organization responsible for effectively training, qualifying, and certifying three six-craft detachments annually in all phases of Unit, shipboard Interface, Naval Support Element, and Fleet Response Plans in support of forward – deployed operations. Provided certification requirements and exercises including critical data collection programs which resulted in a successful training program to Fleet Forces and the Type Commander still in effect today, saving the Navy over $25M dollars in Manpower, Planning, Training research and development costs, including organic operational training resources. His team recruited, trained, and deployed LCAC detachments to perform multiple amphibious and special operations missions involving complex, movements of multinational amphibious force’s with special warfare operations worldwide with 100% on time mission accomplishment!

Oversees advanced qualification requirements in support of final certification of forty-five crew personnel annually. Directed twelve LCAC Training Team senior crew personnel in Operations Department, responsible for teaching advanced tactics, techniques, and procedures. Planned, scheduled, and coordinated training cycles for six operational detachments. As senior technical and administrative program advisor for operational standards, policy and training, established methods and requirements for improving manning, maintenance and fleet preparation.
