Since 2005, David Cooper has contributed to numerous transformative transportation initiatives across Canada. David is the founder and principal of Leading Mobility, a transportation planning firm that offers strategic and planning support for public transit, infrastructure delivery, stakeholder support, and government relations projects and initiatives. David's distinctive experience as the only urban planner in Canada who has practiced in the public sector in Vancouver, Calgary and Toronto provide clients unique perspectives on how to successfully shepherd politically sensitive projects through large municipal and regional governments. Through his work in these three major cities, David has been integral in all stages of planning, procurement, delivery, and commissioning for multiple rapid transit projects.Some of David's significant transportation contributions include: planning the Relief Line Subway and King Street Pilot in Toronto; procurement support for the Broadway Subway Project and development of TransLink's Battery-Electric bus program in Vancouver; implementation of LRT/BRT expansion and regional transit in Calgary.David firmly believes in supporting and facilitating success for new community builders. Manager, Municipal Programs / Project Manager, System PlanningTranslink Jan 2017 - Sep 2019Vancouver, Canada Area- Led the project development of the TransLink Battery-Electric Bus Pilot Program. Secured $10 Million in funding from TransLink, Government of Canada, BC Hydro and the City of Vancouver to participate in the Pan-Canadian Electric-Battery Bus Demonstration Project. Established infrastructure requirements, monitoring program inputs and stakeholder requirements for the program. The trial will collect data on bus and charging station cross-compatibility as well as performance, maintenance and overall customer experience to gain operational understanding and expertise in zero-emission bus technology and its applicability for future fleet purchases.- Led the development of the region wide Service Improvement Investment Plan which includes adding approximately 400,000 annual service hours on the region’s most overcrowded transit services and to expand service coverage in growing communities- Developed the evaluation framework for the Double Decker bus trial, which ultimately resulted in the purchasing of 57 Double Decker buses, a first for TransLink- Responsible for all aspects of project management for the Millennium Line Broadway Extension (MLBE) municipal program during the Procurement Readiness phase including preparing work plans, project plans, defining deliverables and risk management. Prepared initial draft of the Municipal Master Agreement in collaboration with City of Vancouver staff. - Defined stakeholder technical requirements to finalize the MLBE station design program -
