    Lead author for the development of cross-Whitehall doctrine publications on Security Transitions, Monitoring & Evaluation and the development of thinking on collaborative interagency planning and analysis.• Worked with colleagues from the UK Stabilisation Unit, DFID and FCO to develop and test best practice for Security Transitions publishing findings in the first combined cross-Whitehall doctrine. This involved the design, organisation, delivery and facilitation of multinational and interagency workshops culminating in an exercise involving the NATO Allied Command Europe Rapid Reaction Corps prior to their deployment to Afghanistan thus ensuring the rapid application and exploitation of the doctrine.• Sole British military representative on the US “Comprehensive Approach-Iraq” study interviewing senior officials in Baghdad to identify key lessons for future operations. Ensured that these insights were brought forward into UK military doctrine publications and were shared with Whitehall colleagues. • Worked with allies, Whitehall partners, international organisations and NGOs to improve Defence thinking on monitoring and evaluation publishing UK military doctrine on the subject. Introduced the concept of the “Theory of Change” into military analysis and planning.

Testing involved the organisation and facilitation of multinational experiments and workshops over the course of 2 years in 4 different countries. Elements of the concept have since been included in the doctrine of several participant countries and within NATO.• Drove the development of a cross-Whitehall lessons process involving the Armed Forces, MOD, FCO, DFID and the UK Stabilisation Unit leading to the production of a cross-Whitehall planning guide. The guide has subsequently informed the development of training within the Stabilisation Unit and the Military Stabilisation Support Group.
