Transition subject matter expert and “conscience of Transition” within the headquarters ensuring that operational level plans took into account the need to transfer roles and responsibilities from the military to Afghan counterparts. Monitored and assessed the progress of Transition at the provincial level within Afghanistan. Advised on Transition aspects of Governance and Development.• Used depth of understanding of the governance and development environment in Afghanistan to successfully argue for a change in emphasis in ISAF’s engagement away from longer-term development to a shorter-term and more achievable stabilisation focus that addressed the main risks to a sustainable transition setting the foundation for more sustainable development work post 2014.

Stabilisation subject matter expert within the Group. Developed the UK military’s stabilisation and civil-military coordination capability delivering that capability on operations.• UK military representative on the first multinational and multi-functional Stabilisation Response Team deploying to Benghazi in the early stages of the Libya crisis. Identified and interviewed key Libyan and international stakeholders to discover the main obstacles to a sustained and successful resolution to the crisis recommending policy options to the UK and partner governments.• UK military representative on the Stabilisation Unit review team. Interviewed a wide range of governmental and non-governmental stakeholders and key allies to draw out the strengths and weaknesses of the Unit recommending how it should adapt to meet the demands of a post Afghanistan environment.

Lead author for the development of cross-Whitehall doctrine publications on Security Transitions, Monitoring & Evaluation and the development of thinking on collaborative interagency planning and analysis.• Worked with colleagues from the UK Stabilisation Unit, DFID and FCO to develop and test best practice for Security Transitions publishing findings in the first combined cross-Whitehall doctrine. This involved the design, organisation, delivery and facilitation of multinational and interagency workshops culminating in an exercise involving the NATO Allied Command Europe Rapid Reaction Corps prior to their deployment to Afghanistan thus ensuring the rapid application and exploitation of the doctrine.• Sole British military representative on the US “Comprehensive Approach-Iraq” study interviewing senior officials in Baghdad to identify key lessons for future operations. Ensured that these insights were brought forward into UK military doctrine publications and were shared with Whitehall colleagues. • Worked with allies, Whitehall partners, international organisations and NGOs to improve Defence thinking on monitoring and evaluation publishing UK military doctrine on the subject. Introduced the concept of the “Theory of Change” into military analysis and planning.

Adviser to Commander ISAF and lead for interagency analysis and planning with the UN and with international and local NGOs. • Developed links with key international civilian stakeholders in Afghanistan, establishing trust and credibility. Through this, instigated collaborative civilian/military problem analysis and planning; described by the senior US military general in charge of operations as “ground-breaking”. Awarded a commendation by Commander ISAF for this work.

Lead for the development and testing of a multinational and inter-agency approach to collaborative analysis and planning as part of an integrated and comprehensive approach to complex emergencies.• Designed and tested a new concept for multinational interagency planning based on collaborative analysis and dialogue leading to a greater sense of shared purpose and more coherent activity in complex environments. Testing involved the organisation and facilitation of multinational experiments and workshops over the course of 2 years in 4 different countries. Elements of the concept have since been included in the doctrine of several participant countries and within NATO.• Drove the development of a cross-Whitehall lessons process involving the Armed Forces, MOD, FCO, DFID and the UK Stabilisation Unit leading to the production of a cross-Whitehall planning guide. The guide has subsequently informed the development of training within the Stabilisation Unit and the Military Stabilisation Support Group.

Managed the design and delivery of the MOD’s command and battlespace management programme, a key Defence transformation programme that oversaw the evolution of the MOD towards a more network enabled approach.• Through strategic planning and effective liaison and coordination across a wide range of military stakeholders ensured the coherent delivery of a complex Defence transformation programme that involved a combination of technical, personnel, training and education projects.

Designed and delivered career training for Army captains; lead for peace support operations, the comprehensive approach and information operations.• Introduced the concepts of “Do No Harm” and the Humanitarian Principles to the training of junior officers enabling a better understanding of the role of NGOs.• Developed a mentors’ guide as part of the junior officer distance learning course.

Primary focus for liaison with NGOs and humanitarian organisations and lead author for the development of Defence doctrine on Information Operations.• Founded the NGO/Military Contact Group enabling combined training and education leading to enhanced mutual understanding and more effective engagement on operations.• Contacts developed through the Contact Group enabled a leading UK NGO to brief the British forces deploying to Kabul such that they better understood the conflict dynamics reducing the potential that they might inadvertently “do harm”.
