For more than 50 years, I have led cutting edge hydro-meteorological, water resources, and flood risk management services. I have been involved in the design, development, and implementation of award winning innovations in more than 50 automated environmental and flood monitoring systems across the US and in eighteen countries abroad. My flood warning system development efforts led to the Connecticut Statewide Flood Warning System, the nation’s first statewide system. From 1983, each of my positions included major responsibilities in executive leadership, business development, marketing, and client relationship management.Since 1993, I have been applying new weather information technologies such as radar-rainfall estimates to hydrologic analysis and modeling. The results are leading to the development of new hydrologic design standards at locations across the United States and an improved understanding of the effect of microclimates on local ecosystems. I recently served on the California Department of Water Resources (DWR) Climate Change Technical Advisory Group (CCTAG) working with DWR to incorporate climate change into water resources planning and management, including the California Water Plan Update, the Integrated Regional Water Management (IRWM) program, and various flood management planning processes. I served on the CA DWR Central Valley Flood Protection Plan Climate Change Team. The team evaluated California’s Central Valley flood system performance, system resiliency, flood forecasting, and levee stability challenges in the face of climate change. I am currently Past-President of the National Hydrologic Warning Council, a non-profit organization dedicated to assisting emergency and environmental management officials by providing expert advice on the use of real-time, high quality hydrologic information from automated remote data systems, with the goals of protecting lives, property and the environment.Specialties: Creating, developing, and expanding new markets.Flood forecast/warning systems.
