Assists companies in establishing productive relationships with government agencies (DOD, DOE, and NASA) and university laboratories leading to funding opportunities for innovative research and product development. Provides technical input and direction (medical, biological, engineering) into product and assay development based upon experience and expertise in medical product development and clinical diagnostics. Writes proposals, reports, papers and contracts that promote and fund research and development on a company’s technologies.

Served as an executive manager who brought in more than $15M in government contracts to develop a semiconductor-based detection and diagnostic system for genetic and immunological identification of biological threat agents, infectious diseases, and toxins. Responsible for establishing and maintaining relationships with government, university and industry collaborators and with political leaders concerned about regional biotech issues. Served as the principal investigator on four government contracts with DTRA, DARPA, Air Force Research Laboratory and NASA (Ames).

Selected to lead the Joint Vaccine Acquisition Program (JVAP) Product Management Office. Integrated the Army’s advanced medical chemical defense program with the JVAP and served as the first Project Manager of this new DoD joint project office (Chemical Biological Medical Systems - CBMS), which has responsible for the advanced development, FDA licensure, and acquisition of drugs, vaccines, and diagnostics systems against chemical and biological threat agents. Co-located the project office with the JVAP contractor to integrate business practices, including the use of a comprehensive financial tool (EVMS) to monitor vaccine development, use of integrated product development teams, use of automation to maintain records for FDA submission, and use of a risk assessment tool for anticipating untoward events.

Assumed responsibility for an Army medical research laboratory with a unique aquatic toxicology facility that was in decline as a result of reductions in funding. Reversed this downward spiral by hiring senior scientists in reproductive toxicology and water quality monitoring who obtained new grants that expanded laboratory operations. Expanded the use of unique, mobile aquatic monitoring systems, which were used as sentinel systems on some military bases and major metropolitan water supplies. Completed documentation justifying the renovation of the laboratory, which was complete in 2003-2004. Collaborated with Tri-Service R&D laboratories and preventive medicine organizations to raise awareness of toxic industrial chemicals (TICs) and deployment toxicology.

Served as the senior manager responsible for the advanced development and procurement of vaccines and antisera to protect US forces against biological threat agents. Demonstrated vision and determination in developing and staffing the required documentation (environmental impact statement, budget and justification, contract proposal) through the Pentagon to establish a $743M budget and a project office to manage the Joint Vaccine Acquisition Program. Co-authored the JVAP contract and lead the proposal technical evaluation team. Completed an analysis and justification for expansion of the BioPort (now Emergent Biosolutions) anthrax vaccine facility.

Served as the senior laboratory research scientist managing both laboratory and veterinary staffs. Collaborated with and directed medical staff and residents in writing research protocols and conducting laboratory and clinical research projects in diverse medical disciplines. Served on the Animal Use and Institutional Review Boards. Collaborated with the Institute of Surgical Research to obtain funding for and initiate design of a combined research facility that was complete in 1995. Collaborated with the hospital’s anesthesia staff and US Army Biomedical Research and Development Laboratory to test a drawover anesthesia device, which lead to FDA approval.
