The Partnership for Making Finance Work for Africa (MFW4A), with support from the African Development Bank, the International Monetary Fund, The World Bank and bilateral donors, is an initiative to support the efforts of African countries to accelerate economic growth and reduce poverty by promoting financial sector development. As an Advisor to the Partnership Coordinator, responsibilities include:• Formulating a medium-term vision, strategy and results-oriented action plan for the Secretariat;• Developing a three year business plan in line with the strategy;• Developing specific business processes, systems and procedures to improve the functioning, organization and strategic positioning of the Secretariat; and• Providing ad hoc advice to the Coordinator on management issues and donor relations.

International consultant providing advice and support in the development of the African Development Bank’s Financial Sector Strategy and Action Plan. The Bank Group strategy and action plan will contribute to the effort and process of enhancing the quality of the Bank Group’s operations, both in terms of policy formulation and implementation in the Regional Member Countries, and in the improvement of the Bank Group’s portfolio. It will address key elements of financing gaps, issues, strategies and activities in the financial sector. Activities include:• Reviewing related policies and documents and discussing with Bank staff all issues related to the preparation and presentation of the Bank Group Financial Sector Strategy;• Analyzing trends and key issues emerging from policy dialogue and analytical work and making suggestions for strategic intervention areas for the Bank that require building up of internal technical expertise and capacity;• Providing analytical and technical inputs for the Strategy; and• Identifying relevant best practice financial sector instruments applied by the global development partner community and facilitating discussions with relevant international financial institutions.

Participated as the external evaluator in the project progress review (PPR) of the GIZ program of support to the Partnership for Making Finance Work for Africa through interventions in four areas: support to the MFW4A Partnership Secretariat, knowledge generation, promotion of program-based approaches at the country level, and analysis of gender-specific constraints for access to finance. The PPR is a process of reflection involving key stakeholders of the program with the objective to gain insights and lessons-learned that contribute to the planning and steering of the next phase of support, The PPR analysed the following issues:• Assessment of the program design and the results chain;• Assessment of program success according to OECD DAC criteria of relevance, effectiveness, development results, efficiency and sustainability; and• Assessment of the management and steering of the program according to the five success factors of Capacity WORKS including strategy, cooperation, steering structure, processes, learning and innovation and capacity development, cross-cutting themes, and recommendations for a next phase.

Launched in 2002, the Financial Sector Reform and Strengthening (FIRST) Initiative is a multi-donor partnership and grant facility designed to provide technical assistance (TA) to support economic growth and poverty reduction in low- and middle-income countries by promoting stable, deep and diverse financial sectors. Primary areas of focus include: strengthening supervisory institutions, providing financial sector reform policy advice, drafting and reviewing legislation, regulations and supervisory policies, and providing training. Responsibilities and achievements include:• Leading and managing all aspects of the FIRST Initiative, involving a team of experts and administrative staff, and a portfolio of approximately 100 TA projects. Commitments to new projects average US$1 million per month since October 2007;• Recommending strategy, policies, and operating guidelines, as well as annual work programs and budgets for approval by the Governing Council, composed of the donors; • Identifying opportunities and needs for FIRST-funded TA projects and raising international awareness of the FIRST Initiative;• Defining and recommending to the Governing Council measurable outcome indicators for TA projects and ensuring that projects achieve intended outcomes;• Overseeing and ensuring adequate systems of financial and operational control. A recent Special Review by the Internal Audit Department confirmed these systems are in place and functioning “satisfactorily” (their highest rating);• Providing for periodic performance monitoring and impact evaluation (M&E) of the FIRST Initiative and the TA projects it funds. The FIRST M&E framework was approved by the Governing Council and is an example of best practice and currently informs other departments within The World Bank Group;• Fulfilling reporting requirements to the Governing Council and The World Bank; and• Supporting the mobilization of additional trust fund contributions. US$ 12 million was raised in one year.
