Dwelling Place improves the lives of people by creating quality affordable housing, providing essential support services, and serving as a catalyst for neighborhood revitalization. Dwelling Place imitated the formation of a Dwelling Place Community Land Trust (DPCLT) in 2020. CLTs are non-profit, tax-exempt entities that enable affordable homeownership based on a shared equity model of ownership. CLTs result in a lower cost mortgage for the homeowner by (1) retaining ownership of the land and leasing to the homeowner and (2) selling the actual home or unit to the homeowner for below the homes appraised value.Responsible for the startup of DPCLT from a business plan to a financially sustainable 501c3 organization. Directed the Dwelling Place CLT operations including monthly board of directors meetings, development and funding of projects, and partnering with for-profit and non-profit development partners. Conducted community outreach and education to market the CLT to the public and private sector, members, donors and homebuyers. Established critical relationships with financial institutions so that homebuyers are equipped to purchase CLT units. Directed the conversion of 43 rental units, including releasing all regulatory requirements, into for-sale CLT housing. Project Director for 2080 Union SE, a 42 home development in Grand Rapids that broke ground August 2023 including new public streets, courtyards, and open space. New projects are being initiated in South Haven and Fremont which will total another 75 homes. Responsible for securing 8 million in grant funds through Brownfield Tax Increment Financing, MSHDA, City of Grand Rapids and philanthropy for project development. DPCLT is credited with starting the largest CLT affordable housing development in its State’s history.

Kent County Land Bank Authority provided tools to local units of government as well as nonprofit and for-profit developers to revitalize and stabilize communities throughout Kent County. David was responsible for the purchase, renovation, new construction, and resale of 800 properties throughout Kent County, which generated $50 million in economic development. Utilizing David’s background in environmental due diligence and his relationships with the EGLE and EPA, KCLBA secured $8 Million in environmental clean-up funds. David was responsible for overseeing the cleanup of the Sparta Foundry, Hard Chrome Plating, and several gas station sites. David led the development and construction of West Michigan’s first urban modular housing initiative resulting in affordable single family and zero lot line town homes. KCLBA was closed by the Kent County Commission in December 2019.

Acquisition of land and foreclosed homes needed for production of new and renovated homes. Secured Neighborhood Stabilization Program (NSP) funding with the City of Grand Rapids, Kent County, and MSHDA. Conducted feasibility site visits and prepare preliminary budgets on NSP homes. Supervised Family Services Department involved in family selection, qualification, collections, and education. Predevelopment manager for the Wealthy Heights project which included 11 historic LEED homes, two of which were zero energy homes. Worked with staff and funding partners on development plans, house design, budgets, historical preservation commission approval and community planning charrettes.

Greater Grand Rapids, Michigan Area

Led the ICCF Real Estate Development and Management Division to ensure the production of 250 new homes and a total investment of $30,000,000. Supervised 10 staff members who were responsible for acquisition, construction, volunteer supervision, rental property management. Served as the project manager for several large multi-family renovation projects. Grant application awards resulting in $15,000,000 during tenure. Worked closely with government partners to ensure compliance with State Historic Preservation Office (SHPO), Federal Home Loan Bank (AHP), Michigan State Housing Development Authority (MSHDA), Kent County, City of Grand Rapids requirements. Completed project specifications for compliance with Energy Star, LEED, and Green Built Michigan guidelines. Owner’s representative for large scale multi-family projects for Genesis Non-Profit Housing Corporation and Newberry Place, West Michigan’s first cohousing intentionally planned sustainable development. The $5,000,000 Newberry Place development, included 20 condos and a common house on 1 acre of land, won the 2007 Grand Valley Metro Council’s Blueprint award. Predevelopment manager for ICCF’s Tapestry Square project including land assembly and green building/infrastructure planning in collaboration with stakeholders, retailers and the City of Grand Rapids.

Lansing, Michigan Area

Managed and conducted Phase I and II Environmental Site Assessments (ESAs), Baseline Environmental Assessments (BEAs), Environmental Impact Statements (EISs), asbestos assessments, lead based paint surveys, noise studies, environmental compliance audits, storm water management plans, spill prevention and countermeasure plans, SARA Title III reporting and in Michigan and Indiana. Responsible for reviewing Phase I ESAs, asbestos assessments, and environmental compliance reports. Coordinated environmental services with SME's geotechnical and construction materials testing divisions during site development. Prepared environmental assessments, grant funding applications and progress reports for MSHDA and brown field redevelopment funded programs. Trained technical staff on the preparation of Phase I and II ESAs, BEAs, and asbestos assessments. Developed client relationships throughout Michigan and conducted technical seminars for marketing development.

Managed and conducted Phase I and II ESAs, BEAs, environmental compliance audits, underground storage tank (UST), and hydrogeological investigations on properties in Michigan and Indiana. Assisted clients transact real estate property through the completion of Phase I and II ESAs, wetland assessments, geophysical surveys, asbestos assessments and lead based paint surveys. Responsible for the review of Phase I and II ESA reports and training of technical staff.

Conducted Phase I and II ESAs, EISs and UST assessments on properties in Michigan. Actively worked in all aspects of UST removal projects including the preparation of initial assessment reports, work plans, corrective action plans, and remedial investigations. Responsible for monitoring well installation, sampling and remedial treatment system oversight including monitoring NPDES discharge limits of several Western Michigan cleanup sites. Conducted EISs for Community Development Block Grant and brown field development funded projects.

Field duties entailed oversight of hazardous waste sampling, indoor air quality surveys, asbestos surveys, and asbestos abatement projects. Purchase/acquisition of environmental database materials, training of junior research staff, and preparation of invoices and marketing proposals.
