National Industrial Security System Program Manager
CurrentAs the initial charter Program Manager (PM) for NISS is am responsible for building a full program office within a newly formed Program Executive Office (PEO) at DCSA. This involves all aspects of Planning, Programming, Budgeting and Execution (PPBE). I lead a team of multidiscipline resources to develop and defend initial and lifecycle costs, integrated master schedules (IMS) development and tracking and technical products for legacy IT systems. While in parallel building the products to support the development of a new Agency and Department agile software system for all aspects of Industry Security within the Federal Government. I lead the development of acquisition and contracting strategies, staffing, organization development, Program Objectives Memorandum (POM) for both the PMO as well as the PEO.Directing the development of technical requirements for data integration, data transformation, cloud computing development, Artificial Intelligence (Ai) and Machine Learning (ML) and all other technical needs to build a singular modern National Defense Authorization Act (NDAA) directed Department of Defense (DoD) level system. This is done by leading my office in conjunctions with other government offices/agencies, contractor, Federally Funded Research and Development Centers (FFRDCs) and University Affiliated Research Centers (UARCs) resources in all aspects of large-scale, high-cost National Security System (NSS) system.Interface directly with all levels of senior leadership including SES Level I, II and II, Milestone Decision Authority (MDA), Component Acquisition Executive (CAE) and within DCSA and OSDI&S as I take the program through the different phases of the Software Acquisition Pathway (SWP). This involves the development and execute of strategic cost, schedule and performance plans as well as high level risk and mitigation strategies.
