The HRFC draws on the talents of over ten separate elements of the USG, including the Defense Department, the Department of State, the Department of Justice, the Department of the Treasury, the Federal Bureau of Investigation and others.

Frankfurt, Germany

Served as Chief Operating Officer of the USG's largest Consulate with over 600 US employees and a local staff exceeding 400. My primary responsibility was to coordinate the 30+ interagency elements of this unique administrative, operational and training platform.

Santo Domingo, Dominican Republic

Business Manager for a 700 employee U.S. Embassy representing a dozen U.S. Government agencies. Work in an international and cross cultural setting. Develop business strategy for the Embassy. Planned for and moved into a new, state-of-the-art embassy, valued at over $200 million dollars. Direct control over a $20 million dollar budget/annual. Responsible for long term planning and corporate culture.

Milan, Italy; Nassau, The Bahamas; Havana, Cuba

Business manager for U.S. diplomatic entities. The range of responsibilities included supervision and management of administrative platforms/programs including: finance, budgets, real estate, facilities, logistics, information management, health unit and community relations. Purchased a $12 million dollar land site for the eventual construction of a new consulate in Milan. Convinced the Department of State to invest in the development of a new embassy facility in Nassau. Delivered results within the constrained diplomatic and operational environment of Havana, Cuba. Negotiated with the Cuban Government on a myriad of logistic and administrative issues. Paid rent for Guantanamo Naval Base on an annual basis.

Milan, Italy; La Paz, Bolivia

Logistics Manager for diplomatic entities. Served as the contract officer for the U.S. War on Drugs in Bolivia, valued at over $25 million dollars per year. Administered housing programs for over 150 residences. Negotiated with city officials in Milan to shut down streets and divert traffic patterns near our consulate.

Germany, Africa, Italy And Puerto Rico

I served as a senior uniformed Army General with international responsibilities that spanned Europe, Africa and Latin America (during three assignments). In Europe, I led a number of multimillion dollar crisis management exercises that included numerous international partners--military, civilian and non-governmental stakeholders. As the first Deputy Commander of US Army Africa, I developed policies that facilitated the deployment of the Army Reserves throughout the continent. In Puerto Rico, serving as the Commanding General (3,500 soldiers, 400 civilians), I mobilized over 3,000 soldiers in support of the Global War on Terror.

Washington D.C. Metro Area

Served as the senior real estate appraiser for all U.S. Department of State properties on a worldwide basis (over 10,000 properties in more than 170 countries). Developed financial models used to assess business risk and quantitative decisions relative to buying, leasing, or constructing property. Led appraisal and real estate development teams in Mexico, Germany, India, Panama, France, and Venezuela. Authored a chapter in the first global real estate valuation textbook specifically detailing appraisal practices in India.

Served for five years as a logistics officer on active duty. Transitioned into the Army Reserves as a civil affairs officer (1989-2006). As a reservist, I participated in military contingencies in Panama, Sarajevo and Iraq, working with refugees and non-governmental organizations. Served as a commander at all levels of military organizations. Attended numerous military training schools, culminating with courses dealing with strategic thinking, organizational development and visioning.
