Operating within the Document Services area of Business Services, I worked within the Triage Team to impact assess large scale printing requirements, for both centrally and locally produced documentation. This was to determine whether requirements could be delivered within the strategic TOM, or would have to be outsourced. I also provided input on triage governance and stakeholder engagement processes, for both waterfall and Agile/Scrum projects. I also took part in a planning review to help prioritise projects within the large E2E simplification programme, within resourcing constraints, and directed by benefits, cost of delay, and regulatory factors.

Collaborated on the Vendor Management Workstream Programme, with Business, Risk, Vendor, Global Sourcing and Legal Representatives, to achieve savings on data usage and software licensing for Risk Systems (Decision Analytics)Savings were to be achieved by the rationalization of systems and data, the renegotiation of pricing structures, and the use of Global Enterprise Licenses, where cost effective. First year savings of £1 Million were targeted, and £740K was achieved during this assignment.

Requirements gathering and benefits analysis for the PPI (Process Performance Improvement) Programme, an enterprise wide exercise looking at significant business transformation. I particularly focused on the Licensing and Testing Services area, which was responsible for all applications for examinations for flight crew and engineers. This covered everything from application to exam, and the granting of licenses for both UK and overseas candidates.As part of the Enhanced Safety Performance Programme, I assisted in the design of the Safety Action Group (Regulatory Engine) processes, which provided the governance structure for high level oversight. I acted as secretary to the stakeholders working group, and produced both narrative and process map documentation.

Assisted in the review and optimisation of MI reporting for both tactical and regulatory purposes, and critical processes, between LBG and Certus. (An independent services company based in Dublin, rebranded from the Bank of Scotland Ireland). This was set up to help with LBG’s strategic exit of the Irish Market.Liaison with, and travel to stakeholders in Edinburgh and Dublin.

A programme to indentify holders of removal media with a security vulnerability, and recall and replace these items in a robust and traceable manner, from a potential user base of 5,000 staff. As well as close monitoring of the programme execution, I was heavily involved in the production of the related high quality communication materials. The design and rollout of processes to enable much tighter control on ownership and access to unstructured data held on Network Shared Drives and MS SharePoint sites. For both LTSB and HBOS heritages, from a user base of 60,000. Again this required the production of high quality comms materials, and procedural documentation.A programme to impose tight controls on internal user accounts, this was rolled out over 60,000 accounts, and required daily liaison with user representatives and IT staff. As well as monitoring the programme, processes had to cater for rollback, where access permissions had unanticipated effects on devices attached to the accounts.

Developed the Business Requirements, Acceptance and Evaluation Criteria, Communications Plan, and ITT documents, for the Security Access Control Project. A fully integrated system to encompass physical access control, automated CCTV patrols and recording, intrusion detection, and future proof security passes.Assisted in the process of formal gateway reviews, and tender response evaluation, with all major stakeholders.

Collaborated with the Special Needs Transport programme manager to compile data and other criteria critical for modeling costs for an optimised service offering.Met a tight deadline for producing data for a route creation project, overcoming the absence of a key software supplier, by developing creative solutions for simulating route costs.

Developed requirements for a Road Management department permitting project, spearheading a series of workshops to outline functional requirements and enforcement/legal issues.Delivered a business impact assessment encompassing the department’s staff, systems, and processes in preparation for the implementation of the Traffic Management Act.Liaised with a new software supplier to create a gap analysis and define core functionality.

Eased the process of migrating functions offshore to India by creating detailed, effective process designs/maps appropriate for the diverse needs of cross-functional technical, regulatory, and customer service professionals, and ensuring that changes to the TOM were clearly documented. Liaison with internal and external stakeholders as required.Facilitated numerous workshops to determine “To Be” processes including content management, workflow systems, and related documentation, for areas including Account Closures, BACS Recalls, Debit/Credit Card Fraud, and CHAPS and Foreign Payments. Use was made of Lean and Six Sigma techniques.

Developed a detailed business impact assessment for a new Web site, identifying opportunities for business process re-engineering and coordinating user acceptance testing (UAT). I produced detailed process maps for the envisaged new structures within CA, designed to feed and support the new site. The target was to increase donation income by 400%. In addition to internal UAT, I liaised with external testers to ensure compliance with accessibility legislation.

Gathered and documented requirements for a replacement Flight Planning System focused on increasing planner productivity and driving fuel savings estimated at £5.5 Million. This necessitated working closely with representatives from Finance and Flight operations, and interviewing all Flight Planners.I produced a detailed Statement of Requirements for inclusion in an RFP.

Contributed to a complete review and mapping of the existing processes within 3 separate county departments, liaising with all major stakeholders and holding workshops where required.Facilitated the development of forward-focused organisational structures and processes for a new Integrated Passenger Transport Unit, estimating costs and outlining the basis for IT support through the transformation.

Carried out comprehensive review and process mapping of all systems within the Passenger Transport Team using VISIO. Consulted with other County Councils and Solution Providers, before recommending process re-engineering options and potential replacement systems. The PTT dealt with the operation and management of Subsidised Passenger Transport, Home to School Provision and Social Services Transport requirements. I was involved in evaluating responses to the ITT, utilising a model I helped instigate with the business, prior to procurement.Project managed the initiation of several smaller projects, involving upgrades to software and hardware (Youth Offending Information System), the procurement of a Complaints Handling and Correspondence Tracking System, and an Image/Video MediaStore product. For the latter, I carried out a cost benefits analysis and cost of ownership review, working with staff in different directorates.Produced feasibility studies on Distributed Service Hubs for the Libraries and Trading Standards departments, as part of the Access Programme which incorporated SAP CRM. These looked at possible benefit realisations. I also liaised with workstreams in Transport & Environment and Social Services, with regard to cross departmental use of SAP CRM, and assisted the SAP consultants at in house workshops. This prior to the formal blueprinting process. I was involved in capturing baseline information for use in post implementation benefits evaluation.The in-house PM methodology used in all cases was PRINCE 2, encompassing PIDs, Project plans, Risk and Issue Logs, and Project Reporting.

Investigated options for implementing a Current Cost Accounting Fixed Assets Register (package or bespoke). This to aid negotiations for allowable depreciation with the water regulator OFWAT, and valuations for insurance purposes. Improved geographic positioning of assets, assisted in reducing insurance costs. Liaised with internal departments and external vendors.

Creation of an Internet Bond Offering System Development ProposalCorporate Data Management Business Case (DACE). Reviewed the cost savings possible by the use of more accurate centralised data (including licenses) by the business, using discounted cash flows and determining the NPV (Net Present Value)when looking at the business caseAssisted in the Initial Proposal, organised and helped facilitate the European workshops, and jointly produced the Functional Specification for RAPID an Intranet based Credit Proposal/Approval system to be used globally by 9/10,000 users. The internal client for this was the global Risk Management Division.
