David is the Life Cycle Costing Analyst for Land 907 Phase 2 and Land 8160 Phase 1 Heavy Armoured Combat Systems (HACS) working above the line. He is developing an OPUS10 Supportability model and an integrated CATLOC Life Cycle Cost model for the HACS program and has developed the pricing elements of the HACS Support Request for Tender (RFT). David led a support and training team as the ILS Manager for JP9347 Phase 1 Joint Data Network (formerly Multi Tactical Data Link Network (MTN)) Sub-Program. Working above the line for the Commonwealth, David was responsible for the development of the Integrated Logistics Support Concept (ILSC), overall management of the new Training scope and ILS elements of both the Acquisition and Support contracts. David also led the Service Delivery Tender Evaluation Working Group (TEWG), analysis and report development activities. David supported EOS Defence Systems to develop the tender response for Land 400 Phase 2 Remote Weapons Station to supply Remote Turrets fitted with anti-tank missile, smoke grenade launcher, system enhancements and various gun mountings. David supported ECLIPS Engineering to develop the tender response to Land 8120 Phase 1 for the acquisition of Engineer Support Platforms (Dozers, Diggers, Graders, Rollers, Cranes, Forklifts, Loaders Crushers and Concrete Batching Plant) for the Australian Defence Force. David managed and developed the tender response to Land 500 Support Services contract for Tactical EW System – Dismounted (TEWS-D) in support of Chemring Australia. David previously provided support to Joint Logistics Command with the development of a Cost to Serve Model for their Warehousing and Distribution (W&D) services. This task gave insights in the W&D contract operated by Linfox as well as being exposed to the Land Materiel Maintenance (LMM) contract performed by Broad Spectrum.

Responsible for the oversight of the Air Force’s Army Aircraft Logistics Management Squadron, to ensure effective and efficient delivery of logistics support by Air Force to all of Army Aviation.Financial planning and Weapon System Logistics Management Squadron oversight to Army LM Sqn, SRLM Sqn, CSELMU. Conducted rudimentary spares projections and in particular verification of Army LM Squadron’s get well funding request over and above their annual running system allocation from Army through Air Force.Working with RAAF personnel in DGLOGOPS-AF, developed an Access database to accurately compile and baseline the Air Force’s Logistics Command annual $500 Million financial requirements for the next five years in preparation for a new financial management system. The application automatically generated five year plans based upon bid development rules, prior consumption and future forecasts. The application was used in Logistics Management Squadrons RAAF wide and to validated Life of Type buys for selected items. The system was also refined to forecast Logistics Funding Requirements for variations in annual operating hour profiles and included spares purchasing delays and usage rates.Compiled financial and logistics support estimates using OPUS10 modelling for the early phase of Project Air 130 to procure two additional CH-47D Chinooks helicopters. The modelling yielded expected availability targets, additional spares and support costs, and expected running system cost increases for submission with the capability proposal which was compiled by the Director of Army Aircraft Project – Air Force (DAAP-AF).

Planned and coordinated the life cycle logistics support requirements including the development of Logistics Capability and Support infrastructures for the reintroduction of four CH-47D Chinooks. Encompassing all required spare parts, technical documentation, and support equipment. Task completed on schedule and within budget, utilising ten service personnel.Planned and implemented the post project transition to running system, including maintenance management, Engineering Change Proposals (ECPs), aircraft modification orders, Special Technical Instructions (STIs), engineering waivers and deviations, financial planning, and guidance to the Project Director.The CH-47D’s Deeper Maintenance was offered to open tender, along with re-tendering of the S70A9 Black Hawk as a combined package prior to the CH-47D’s arrival. Involvement was as follows:➢ Provided tender scope and technical assistance to the Invitation To Register (ITR’s) release,➢ Primarily responsible for the development of the CH-47D Deeper Maintenance Statement of Work in conjunction with the RAAF Purchasing and Support Agency,➢ The CH-47D technical member of the Chinook and Black Hawk Tender Evaluation Team and at times provided assistance to the Black Hawk team members (two staff).
