David Flannagan is a dynamic and capable Company Director known for providing experienced strategic advice to both government and non government executive boards and leadership executives on a multitude of enterprise wide portfolio, program and projecst, both nationally and internationally. He has experience spanning more than 40 years, operating in and delivering successful client outcomes across all aspects of the Enterprise Project Portfolio Management (EPPM) sphere. He is a skilled executive in every aspect of complex EPPM management with particular focus on strategic de-risking advice, organisational change management utilising EPPM principles, controls, governance and assurance and business transformation. David is a Principal Director of Flashcom. He provided strategic program/project advice and senior management expertise on the $6.5 billion reconstruction of Queensland’s transport networks following the devastating floods and cyclones. This was known as the Transport Network Reconstruction Program (TNRP) and ran from 2010 until 2015.David’s program management of TNRP for the Department of Transport and Main Roads (TMR) was successfully delivered despite being a critical and time constrained program. In September 2014 David led the team that was awarded the Project Management Achievement Award for the Australian Institute of Project Management’s (AIPM) Queensland Chapter’s “Construction/Engineering Project in Excess of $100,000,000”, and then was also awarded the “Queensland Project of the Year”. In October 2014 David’s team was further recognised for its outstanding achievement in program/project management through winning the Australian Institute of Project Management’s 2014 National “Project of the Year” Award. This project was also recognised at the Asia Pacific Project Management Achievement Awards, receiving a high commendation, and was amongst the finalists recognised at the 2015 International Project Management Achievement Awards.
