NATOW is an inter-tribal consortium that was launched as a state wide initiative in 1994 by GLITC (Great Lakes Inter-Tribal Council). The mission of NATOW is to promote tourism featuring Native American heritage and culture. Tourism provides an excellent tactic for Tribes to diversify their economies, while telling the true story concerning their history and culture. Tourism is also one of the ways that Tribes can be self-sufficient and boost their economies. NATOW is comprised of representatives from each Tribe, who converge bi-monthly to discuss its strategic tourism plan. NATOW has grown significantly over the last few years, becoming a recognized force in Wisconsin at gatherings, festivals, and events. All efforts are coordinated by their own Director, Chairperson, and the executive board members who report directly to the GLITC Board of Directors.

LaPointe is an emerging Native Community Development Financial Institution (CDFI). David and other Lake Superior tribal members founded this non-profit loan fund for the benefit of Ojibwe entrepreneurs. LaPointe is conducting a market study, delivering small business and financial literacy training programs, and working with Ojibwe entrepreneurs and small businesses.LaPointe provides technical assistance to entrepreneurs and business owners as a part of their lending. Small business assistance, coupled with lending, has been an effective community development finance model in Native communities across the country and LaPointe uses this model with a goal of convergence for Lake Superior Ojibwe economies. LaPointe seeks to reach this goal by assisting Ojibwe entrepreneurs compete in the global economy, as well as locally, in an effort to eliminate the geographic and other market barriers that have historically discouraged entrepreneurship. "If the industrial age passed by our Ojibwe communities, we can not let the information age pass us by as well." (Fleming) LaPointe seeks to ensure that those Ojibwe that want to compete in the market place have the skills and means to do so.

Wisconsin Native Loan Fund, Inc is a certified Native American Community Development Financial Institution (CDFI) located in Lac du Flambeau, Wisconsin. We are a non-profit 501 (c) (3) organization looking to better our community by providing affordable lending to Native Americans.Through the use of generous donations we are a revolving loan fund that supports the renovations of distressed homes for people in need; we also provide down-payment assistance and debt consolidation loans.

LCOOCC is a Tribal Community College with a main campus in Lac Courte Oreilles and outreach sites on the Bad River, Red Cliff, Lac du Flambeau, and St Croix reservations. David teaches business classes in the classroom, on-line, and through ITV. The LCO College offers a 2-year Business Administration degree among others.David has also served on the colleges board of regents, been the financial aid director, and the college's recruiter for some periods over the past 12 years. David was also a student at LCOOCC before transferring to the University of Wisconsin.David was on the project management team for the 2001 American Indian Higher Education Consortium annual Conference hosted by LCOOCC and the Fond du Lac tribal and community college in Cloquet Minnesota.

Certified Native Community Development Financial Institution (CDFI). David developed and delivered the training programs for this small Native CDFI. David also worked with small businesses to help them overcome their business challenges and with entrepreneurs to help them create their business plans. David also assisted with preparing loan applications and with loan servicing when needed.David is currently working as a consultant for Northwoods Niijii on the Native Arts Management project. This project is intended to assist Native artists and managers of Native arts organizations succeed and grow through sound management practices. (from 2011 to present)

Oweesta is a Certified Native Community Development Financial Institution Intermediary. They assist in the development of Native CDFI's across the country and is the only National Native CDFI Intermediary. As the Lending and Capitalization manager, David doubled Oweesta's multi-million dollar investment portfolio in two years with 0% delinquency and 0% default by placing investments in Native CDFI's across the country. David worked with numerous investors like the Bank of America, the Ford Foundation, CitiBank as well as the CDFI Fund (among many others) to increase Program Related Investments (PRI's) and other investment in Native CDFI's. David worked directly with most Native CDFI's in the country as an investor and as part of Oweesta's Institutional Development team. David also managed Oweesta's grant offering programs including a financial literacy grant funded by the Federal Home Loan Bank-DesMoine.David is currently working as a consultant for Oweesta; primarily with credit union start-ups and other long term clients. The Lac Courte Oreilles Federal Credit Union (LCOFCU) is a certified Native Community Development Financial Institution and Community Development Credit Union. David oversaw daily operations and set the strategic vision of the credit union for over five years and under his supervision the credit union grew successfully while providing anti-predatory and credit building loan products. David also lead a community effort to make financial literacy and other asset building programs available. (David and other community partners presented the Building Native Communities financial literacy curriculum four times a year throughout the community for over 5 years)David developed the E-Z Money loan product, an anti-predatory loan designed with features that mitigated risk as well as provided a real alternative to predatory loans. The program was highly successful and lead to the development of another asset building loan called, the "GOOD loan" (which is an acronym for, Get Out Of Debt). The GOOD loan was a credit rebuilder loan designed to improve the credit score of the borrower through financial education, financial planning, and the wise use of credit.LCOFCU was under the NCUA's Prompt Corrective Action directive when David started and David had 90 days to turn the credit union around or the doors would be shut. David immediately addressed the loan loss concerns through aggressive and practical collection techniques, rewrote the loan policy, and changed the corporate culture of the credit union. The credit union quickly returned to profitability and was able to add the new loans discussed above as well as increase the number and quality of financial services for all members. David was recognized locally and nationally for his efforts to help the people of Lac Courte Oreilles through his work at the credit union.
