NATOW is an inter-tribal consortium that was launched as a state wide initiative in 1994 by GLITC (Great Lakes Inter-Tribal Council). The mission of NATOW is to promote tourism featuring Native American heritage and culture. Tourism is also one of the ways that Tribes can be self-sufficient and boost their economies. NATOW is comprised of representatives from each Tribe, who converge bi-monthly to discuss its strategic tourism plan. LaPointe seeks to reach this goal by assisting Ojibwe entrepreneurs compete in the global economy, as well as locally, in an effort to eliminate the geographic and other market barriers that have historically discouraged entrepreneurship. "If the industrial age passed by our Ojibwe communities, we can not let the information age pass us by as well." David also managed Oweesta's grant offering programs including a financial literacy grant funded by the Federal Home Loan Bank-DesMoine.David is currently working as a consultant for Oweesta; primarily with credit union start-ups and other long term clients. The Lac Courte Oreilles Federal Credit Union (LCOFCU) is a certified Native Community Development Financial Institution and Community Development Credit Union. David oversaw daily operations and set the strategic vision of the credit union for over five years and under his supervision the credit union grew successfully while providing anti-predatory and credit building loan products. David also lead a community effort to make financial literacy and other asset building programs available. (David and other community partners presented the Building Native Communities financial literacy curriculum four times a year throughout the community for over 5 years)David developed the E-Z Money loan product, an anti-predatory loan designed with features that mitigated risk as well as provided a real alternative to predatory loans. The program was highly successful and lead to the development of another asset building loan called, the "GOOD loan" (which is an acronym for, Get Out Of Debt). The GOOD loan was a credit rebuilder loan designed to improve the credit score of the borrower through financial education, financial planning, and the wise use of credit.LCOFCU was under the NCUA's Prompt Corrective Action directive when David started and David had 90 days to turn the credit union around or the doors would be shut. David immediately addressed the loan loss concerns through aggressive and practical collection techniques, rewrote the loan policy, and changed the corporate culture of the credit union. The credit union quickly returned to profitability and was able to add the new loans discussed above as well as increase the number and quality of financial services for all members. David was recognized locally and nationally for his efforts to help the people of Lac Courte Oreilles through his work at the credit union.
