David leads highly skilled teams of multi-disciplined rail engineers, project managers and design managers, involved in Rail projects and Rail Asset Management. He has a demonstrated track record of delivering high quality documents on time and has a strong understanding of commercial drivers and management of risks. He has been responsible for overseeing the delivery of the design services for some of the state’s major projects such as the Sydney Metro, Newcastle Light Rail, Melbourne to Brisbane Inland Rail, Northern Sydney Freight Corridor and the Hunter Valley Corridor capacity expansion.In 2013 David led WSP's (then Parsons Brinkerhoff) successful application to become the first major consultant to achieve Authorised Engineering Organisation (AEO) status and he continues to manage WSP’s AEO (now TAO) activities.

Consultant role to the NWRL project and member of the Rail Operations team, providing advice on asset management, maintenance strategies and Engineering Authority.Managed the RailCorp interfaces and relationships.Delivered NWRL Maintenance Concept Description, Rolling Stock strategy and Interface Management Plan.

Led the Infrastructure Renewals Division, with responsibility for delivery of the major upgrading programmes across the RailCorp network. Permanent staff level of 1,050, supplemented by contract staff and sub-contract teams. It also included a range of stand-alone businesses: a rail fabrication centre, two quarries, a major plant section and management of RailCorp’s outdoor advertising portfolio. Safely delivered annual expenditure levels exceeding $265M, meeting or exceeding Division KPIs.Member of the Alliance Board for the Trackwork Services Alliance; a strategic relationship to grow rail industry capacity.

Led Division to deliver engineering support and assure RailCorp of the technical integrity of its infrastructure. Staff level of 300 plus an additional 70 contract staff with an annual budget of $60M.Restructured the Division and introduced the roles of Chief Engineers to strengthen the management of Engineering Authority across RailCorp.Division consistently met or exceeded its performance targets in all areas, including safety, operating costs and delivery of design services over this period.During 2008 successfully led the project team to establish and negotiate the Program Alliance Agreement for the RailCorp Program Alliance; a 5 year, $1B alliance contract with Novo Rail for delivery of critical infrastructure projects.

Engaged by the RIC Board to project manage the reopening of the Menangle rail bridge, following its closure by the NSW Rail Safety Regulator, and to conduct a review of bridge management throughout NSW.Achieved target of negotiating reopening of bridge to traffic and then managed RIC’s responses to recommendations made by the Rail Safety Regulator across a wide range of bridge issues.

Relationship manager for the RIC/State Rail Authority (SRA) interface; responsible for the operation of the Sydney rail network.Successfully negotiated track Access Fees of $390M pa, an electricity supply contract valued at $31.6M pa, set up and operated RIC’s 24 hour incident response and reporting centre and delivered a $39M Control Systems asset program in 01/02.During this period, RIC delivered a performance improvement of more than 30% against CityRail’s key on-time-running performance indicator, compared to 00/01.

Responsible for the management of rail infrastructure assets for the North Western region of metropolitan Sydney, a role expanded in 1999 to include 70% of the Metropolitan network. Delivered capital works and maintenance programs of up to $250M each year, using external maintenance providers. Negotiated and managed maintenance contracts for the delivery of RAC’s investment program. Developed performance targets and managed staff and contractors to successfully deliver programs to meet or improve on these targets.Successfully delivered major capital projects including Hornsby and Blacktown junctions, Granville resignalling, Richmond Line Amplification, and Botany Line Duplication.Senior member of the Reliability Taskforce that delivered infrastructure reliability for Sydney 2000 Olympic Games.

Managed the Network Assets Division of RAC, with responsibility for rail infrastructure in NSW, with an annual maintenance and capital budget of $860M.Coordinated the development of Line and Asset Management Plans for future investment in rail infrastructure in NSW, whilst successfully delivering expenditure program. Fostered an alliance relationship with contract maintenance providers to deliver this program. Motivated staff and contractors to achieve this through a risk/reward regime tailored to align with RAC’s customer’s requirements.Successfully delivered 98/99 works program, with results meeting or bettering all performance targets, including network safety, reliability and budget.
