Finder of fact presided over 1000+ municipal administrative evidentiary hearings in relation to Code Enforcement and Minimum Housing violations.

With 23years in the South Florida legal community I currently provide services which span a broad spectrum of Inter-governmental Relations and Legislative Affairs, Election Law, Voter Protection & Voter Education Services, Political Campaign Consulting, Municipal Law and governmental managment, Ethics Training, Human Resource / Sensitivity Training with respect to diversity issues of race, ethnicity, culture, gender, sexual orientation, age and special needs. I also serve as a Hearing Officer / Special Magistrate conducting mini trials / evidentiary hearings as a finder of fact in cases involving Minimum Housing Standards, Code Enforcement and Bid Protest Appeals. Serve as a Motivational Speaker and role model to at risk youth. Advocacy for and in support of Non-Profits.

Serve as Elections Protection and voting rights consultant and on site precinct / observer and monitor.Election / Voter Protection Advocacy July-Dec 08. Dedicated 16 weeks in support of voter education, community outreach and training for the 08 presidential elections. Provided election law commentary and analysis as consultant to "Community Voices" WEDR FM public affairs programming serving 180k listeners in tri-county. Trained attorney poll watchers. Served as poll watcher during 14 days of early voting. Successfully advocated and preserved voter rights to vote regular and not provisional ballots. Monitored and reported poll site violations of election law, equipment failures and or site management. Staffed Fla. Dem. Lawyers voter protection hotline, coordinating 400+ attorneys at 547 Dade precincts on Election Day.

Miami Dade County

Certified and trained voting precinct staff and poll workers Collaboratively developed with a team training materials and protocols for the introduction and transition to ES&S Intelec DS-200 paper ballot, optical scan voting system. Reviewed & processed absentee ballots, authenticated petition signatures, and verified voter registration records. Staffed the Dade Elections Dept. Communications and Command center during Jan. 29, 2008 Presidential Preference Primary.

Lake Worth, Fl

Successfully managed election protection issues within the eight counties which comprise the 16th Congressional District. Drafted election law training materials relative to voter rights. Met and coordinated with respective supervisors of elections for eight counties.Trained volunteer poll watchers. Staffed election day hotline resolving issues and preserving voter rights.

Opa Locka Fl.

Second in command over day-to-day operations of a 3.5 square mile city with a population of 15,000, a 30 million dollar budget and 162 employees. Responsible for oversight of major departments including Police, Public Works, Human Resources, Economic Development, and Code Enforcement. Implemented ethics training for staff. Expedited completion of a playground improvement project, and opening of a Miami Dade Library Branch. Conducted due diligence research that would have saved the city approx -$250 -$500k related to improvement of water meter reading infrastructure project. I am proud to admit, I was terminated after 45 days for being a government whistle-blower, exposing municipal corruption, fraud, waste, abuse and incompetence. I claim it as a badge of honor despite what it may have cost me professionally and personally.

BCC administers one of the largest county governments in the SE United States with a $6.4 billion dollar budget, and serving 2.3 million residents. Developed policy & legislative initiatives. Instrumental in joint public -private partnership for Midtown Project, a 56 acre, 1.2 billion dollar, mixed use urban core project. Liaison to Latino community.

Provided from a storefront operation, civil and criminal trial services, for personal injury, police brutality, false arrest, administrative law and family law. Argued an inverse condemnation case before Florida Supreme Court. Served as Bid Protest Hearing Officer and Special Master for Code Enforcement cases.

Custodian of Municipal records and archives. Supervised the Mayoral and Council elections. Assisted Town Manager in daily operations, administration and oversight of service delivery to a city with 6000 residents. Published monthly newsletter.

Municipal tort litigation defense involving wrongful death, personal injury, police brutality, false arrests, civil rights violations, automobile accidents, wrongful demolition, slip and falls, playground safety cases and Nuisance Abatement. Successfully defended 6 of 8 civil jury trials.

Managed a voluminous caseload. Proficient in all facets of criminal and juvenile trial practice and procedure; 30 jury trials & 100s of bench trials. Promoted to the Career Criminal / Robbery Task Force a Specialized Unit focused upon Habitual Violent Felons. Traveled to Scotland Yard, London, England in prosecution support and law enforcement coordination of high profile crimes, committed against tourists, victimized while visiting South Florida. Offered promotion to Chief of County Court, supervising 55 attorneys prior to my departure from office, as inducement to remain beyond my three year commitment.
