This involved; o Negotiation and implementation of the terms of each contract agreement.o Continuous supervision and liaison with each supplier to ensure compliance and maximise performance. This included providing up-to-date reports in relation to the status of current and future project opportunities.o Promotion of preferred suppliers among ISG Project and Commercial teams to maximise spend levels.o Promotion of preferred suppliers with other related stakeholders such as the main client, design consultants and sub-contractors.o Category management – regular analysis by product category (i.e. Fans, Lighting etc.) to ensure that existing agreements are best suited to company requirements. Evaluation of potential new suppliers and related contract negotiation where necessary.o Continuous tracking and periodic collection of rebates as per the terms of each agreement. This required close liaison with project teams and suppliers.o Sub-Contractor relationship management. As Procurement and Supply Chain Manager I was responsible for a set of 12 mid-level MEP Contractors (annual turnover values between 0-£15m). This involved regular liaison with each Sub-Contractor to monitor, evaluate and implement measures for the improvement of the relationship where possible, including;o Establishing a reporting procedure to update the Sub-Contractor in relation to the status of upcoming, current and potential projects.o Design and measurement of KPIs to assist each Sub-Contractor to identify specific project performance issues, areas for improvement.o Supervising ‘preferred’ status Sub-Contractors – monitoring and collection of annual rebate allocations. This involved;o Implementation of the tender process for required mechanical materials and sub-contracts from invitation to tender through to contract award. o Evaluation and selection of Suppliers and Sub-contractors in accordance with internal, client and contractual compliance requirements. o Internal liaison – regular interaction with engineers, designers and project management personnel to ensure accurate flow of information to potential suppliers/sub-contractors in relation to scope of works, programme, acceptance criteria, specification and contractual requirements etc.o Client liaison –production and maintenance of an MEP project procurement schedule in line with the overall programme. This was a vital informational tool used by both Balfour Beatty and client senior project management to track the progress of procurement. The main examples were;o M & E supply chain review – Consultation process with a range of major M&E suppliers - awarded preferred supplier contract valued at approx. £800k per annum resulting in approx. 7% yearly general spend savings, a rebate scheme, consolidated invoicing, increased credit limit and payment terms. o Temporary labour procurement review - 8 month consultation process with a range of major labour agencies - awarded preferred supplier contracts to 3 providers, total value of £3.25m per annum. This has resulted in a vast improvement in the reliability of service to Spence, six month fixed price agreements in a fluctuating market, and generally closer and more efficient working relationships. o Plant hire system overhaul – re-design of Standard Operating Procedures for the hire of all plant and tools. This successfully reduced inefficiencies and waste considerably. Shortly after implementation it was saving 14% per month in comparison to previous figures; with yearly hire spend of £1.85m.
