About David Frost

David Frost is CEO of Southern Africa Tourism Services Association - SATSA. David has 21 years’ experience at an executive level in tourism strategy. An economist by training, he worked for the COSATU trade union movement prior to joining The Premier Group in 1994. David ended up as head of Corporate Strategy, as well serving as a director on the boards of Premier Food Industries and Sodexho. He was seconded as Special Advisor on Tourism to Ministers Jordan and Moosa by the Business Trust. He joined Tourvest in 1999 and was promoted to Managing Director of the Inbound Division. David established his own bespoke consultancy – the Tourism Strategy Company in 2001 and has consulted widely to leading private sector companies, as well as developed destination strategies, for a number of SADC countries. The most successful of these was for Namibia, where David was retained by the Namibian Tourism Board to execute the strategy he had developed from 2003 – 2007. He is a former Advisor - Africa to the World Travel & Tourism Council. David serves as a director on the boards of the Tourism Business Council of South Africa and the Tourism Conservation fund. He was appointed to the board of South African Tourism, by Minister Hanekom in March 2019. He has been at the helm at SATSA since September 2013.

Grown turnover from R4 million 2013 to R17 million 2019, whilst reducing staff cost as a percentage of turnover from 75% to 30%.• Brought on board key sponsors that boosted revenue and value add to members - Bidvest Bank, Vodacom, Bidvest Car Rental, South African Tourism Insurance Brokers, SA Airlink. • Oversaw the merging of the South African Youth Travel Confederation (SAYTC) into SATSA from Jan 2019. • Conceptualised and negotiated self-regulation of open safari vehicles in Kruger National Park – joint venture with South African National Parks. Value add to members, extended membership base and provides revenue stream to SATSA.• Successfully lobbied on behalf of members to mitigate impact of inter alia: visa and travelling with children regulations, VAT and impact on DMC sector, vehicle operating permits, etc.• Forged a closer working relationship between private sector and South African Tourism (government funded DMO).• Drove process of self-regulation of adventure tourism in SA in partnership with NDT.• Part of formation of Global Alliance of Inbound Tourism Associations.• Appointed to Board of South African Tourism by Minister of Tourism March 2019.• Developed ethical guidelines with respect to any interactions with animals.• Established the Tourism Conservation Fund in partnership with The Peace Parks Foundation.

    The South African government had long felt that the tourism sector could provide great opportunities for economic growth. Indeed, the potential inherent in tourism permeated beyond the sector as witnessed through the identification by a major private sector funding initiative, The Business Trust of tourism as a major job creator. It was against this background that David was seconded by the Business Trust to serve as the Special Advisor to the Minister. David’s experience lay in an ability to work with diverse constituencies towards common goals. The principal task was to co-ordinate and focus the collaborative efforts of the sector in order to begin delivering against what became national expectations.• Conceptualised government position on the appropriate mechanism to structure and fund the generic international marketing of South Africa as a tourism destination. • • Elected to Chair the Committee which had the responsibility of developing a marketing strategy and business plan for the generic marketing of South Africa with a budget of R180 million for the financial year 1999 - 2000. The plan became incorporated into the Tourism Action Plan launched by Minister Valli Moosa in December 1999. Presented this Plan to Cabinet in 1999.• Responsible for managing one of the largest advertising accounts in South Africa history (SATOUR – Ogilvy & Mather) – including importantly the first tourism branding of South Africa 1999.• Co-ordinated input on tourism from Department of Environmental Affairs and Tourism into the Presidential Job Summit (1999). Conceptualised and planned Ministerial Tourism Summit December 1999. • Represented Department of Environmental Affairs & Tourism on all bodies concerned with aviation policy (eg. Bilateral airline rights). • Preparation of key strategic presentations on budget finance for presentation to Cabinet Finance Committee.
