Working within the Walsh Fluor Design Build Team on the $2.1bn Red Purple Modernisation Phase I Project for the Chicago Transit Authority.

Assigned to the State Oil Company of Azerbaijan Republic (SOCAR) project management office in Istanbul, Turkey. Reporting to the Director of Projects there are two principle responsibilities involved:-1. The development of the SOCAR PMO team. This is a new organisation, without the background systems, procedures etc. needed to undertake its role for the company. All personnel and system required for project execution undertaken by SOCAR PMO will be developed and implemented under my responsibility.2. Act as Project Director for three projects currently being executed by SOCAR PMO; (a) US$225M refinery tank farm of eleven (11) mixed product tanks totalling 350,000m3 that is in construction, (b) an offloading jetty expansion that is at FEED and (c) 165,000m3 crude oil storage facility also in FEED.

Currently leading the Sharq Crossing PMC team on behalf of the Public Works Authority of Qatar. The PMC team is expected to peak at over 150 individuals and will cover all disciplines required to guide the procurement, execution, operation and maintenance of the Sharq Crossing facility. The Sharq Crossing programme is a 12.5km ($12bn) road infrastructure project comprising three signature bridges by the architect Santiago Calatrava. The bridges will be interconnected by immersed tunnels. The structures are all iconic architecturally and include the worlds longest arch suspension bridge.

As part of the Fluor PMC team, representing the Public Works Authority of Qatar, delivering a 12.5km ($12bn) road infrastructure project comprising three signature bridges by the architect Santiago Calatrava. The bridges will be interconnected by immersed tunnels. When complete the programme will provide a route across the Doha Bay from Hammad International Airport direct into both the business district of West Bay and Cultural area of Katara.Accountable for ensuring the successful delivery of the Intelligent Transport Systems (ITS) and Mechanical, Electrical and Plumbing (MEP) Systems on the Sharq Crossing Programme. This includes:-• Developing a procurement strategy for the ITS & MEP systems delivery• Facilitating the procurement of works through the appropriate forms of Contract• Management of the contracts required to design, procure and construct the programme systems• Gaining necessary Governmental and Utility consents• Achieving approvals from relevant stakeholders for the Fire Life Safety systems design.• Non-objecting, on behalf of the Owner, ITS & MEP systems design• Management of all interfaces between programme contractors and stakeholders

Supporting the Sadara Project Director as an area project manager on this $20bn petrochem mega project. Sadara is a Saudi Aramco/Dow Chemicals joint venture to construct, own and operate a world-scale integrated chemicals complex, when completed it will represent the largest petrochemical facility ever built as a single phase integrated project.The waste treatment project team comprised 100+ engineering group (multidisciplinary and split between the UK and Philippines), Procurement and Project Controls resources to meet the Owners accelerated schedule for mechanical completion and facility start up. Of particular focus were two large ($70M ea.) thermal treatment units with their associated trains of heat recovery modules and flue gas scrubber systems.

Additional responsibilities for Rail Signalling, Train Control and Rail Communications Systems added to the General Communications & Control Systems portfolio below. This consolidation of the Project’s technology scope under a single leadership ensures that a fully integrated approach is achieved across systems on the Project. The principle is to maximise common platforms, reduce interfaces and realise the leanest CAPEX/TIC for a circa $500M works package. Responsibilities additional to those below:• Operational Control Centre Systems• Disaster Recovery Facility• ERTMS 2 system for Rail Signalling and Train Control• TETRA based Signal Data Mobile Radio System• TETRA based Voice Mobile Radio System for driver communications• All trackside equipment including Points, Train Detection, Asset Protection, Tunnel Access Gates and equipment rooms• Asset Protection and Fault Detection Systems• On-board equipment integration• Rail Simulation facilityThese works are to be awarded as a large EPC Contract. Responsibility for package development, Pre-Bid Contractor alignment, Contractor RFI process, bid evaluation, commercial negotiation, RFA development and post award Works execution management are included in this position.

In 2006 the UK Highways Agency let a PFI Contract for the construction of new communications systems across the entirety of the UK motorway network and their subsequent operation and maintenance until 2016. GeneSYS Telecommunication Ltd, owned by Fluor and various investors, was successful in bidding the latter Contract and let a subcontract to perform the Works to Fluor Ltd. In June 2011 I was appointed MD of the GTL and GTHL responsibilities as follows:-• Perform the role as Managing Director of both Genesys Telecommunications Holdings Limited and Genesys Telecommunications Limited and report to the Board on the performance of NRTS Project, including any contractual issues related thereto regarding the Project Agreement with the Secretary of State for Transport.• Prepare ad hoc reports as requested by the Boards • Represent the Company at Contract Review Board meetings and Monthly Project Progress meetings.• Act as the Company’s interface to the Client on non financial matters.• Take the lead in any negotiations relating to the Project Agreement between the Secretary of State for Transport and Genesys Telecommunications Limited. • Oversee and manage the performance and discharge by Project Co and Hold Co of their obligations, and enforcement of their rights, under the Project Documents and other contract documents including liaison with the Funder’s Technical Advisor or advise otherwise

Responsible for the Communications and Control Systems development on this $16B Country spanning project, in both support of a 5year construction effort and permanent facilities and services for Mine Operations.The Project will develop a new deep water port, 700km railway and heavy mine plant using a combination of EPC, EPCM and CM packages. In operations the production performance will be 100Mtpa, concession is for 40 years.The scope directly under management responsibility includes:• Voice and Data systems to support a work force in excess of 15,000 at peak operating from 30+ Logistic Centres• New Digital Voice Mobile Radio, to support construction activity initially; becoming the permanent radio system or both the mine operation and the Rail Voice Communications.• High availability MPLS-IP communications backbone, optical fibre based, connecting the extents of the project and envisaged to be 750Km long.• Back-up backbone using LoS microwave covering the project extents• All off grid facilities required to house propagation equipment for backbone, rail operations DVMR and rail signalling communications. Expected to be a significant number of communications towers, S&T rooms and associated facilities across the Country the project is taking place in.• Construction and Permanent Security systems (CCTV, Access Control etc. for all project facilities• Nautical and Aeronautical radio systems, plus Navigation aids and weather monitoring stations• Fire detection systems for construction and permanent facilities• In-country data centre and back-up/DR facilities for permanent operationsAll Contract and Procurement package development, bid evaluation, commercial negotiation, RFA development and post award implementation management.Responsibility for negotiations with the national Government and it’s agencies with respect to any permits or authorities. This includes land acquisition for facilities and radio frequency permitting.

Responsible for all Connect Contract close out activity; finalising works, financial close with the Client and Sub-Contractors, workforce demobilisation planning, Contract Administration completion and archiving.Connect project is a PPP funded communications infrastructure for London Underground. The project includes £350 ($500) Million of new systems and construction over 5 years and 20 years of operations and maintenance responsibility. The project integrated a new transmission system featuring SDH and ATM technology with an advanced citywide CCTV system and a TETRA trunked radio system.
